Overview

Microsoft Cloud Operations and Innovation (CO&I) is the team behind the cloud.  Within CO&I, the Engineering Procurement & Construction (EPC) organization is responsible for delivering core datacenter infrastructure for Microsoft’s cloud business. The MS portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects. We are looking for a passionate, high-energy individual to help build the cloud datacenters that power the world’s largest online services. 

This role is located will support on-site teams at our Data Center Campus throughout the Central Region within Americas. 

Relocation support will be provided, and successful candidates must ​relocate or reside within 50 miles approved locations listed. 

This role is eligible for hybrid or remote work, up 100 % and will require extensive travel to sites from Central United States to  Mexico & LATAM.



Responsibilities

The Sub-Regional Director, Supplier Execution & Delivery is responsible for leading post IFC, end-to-end supplier execution across a sub-region, ensuring on-time, on-cost, and high-quality delivery of large, complex capital projects. This role operates at the intersection of Procurement, Engineering, and Construction, driving alignment from post-IFC handover through post-award execution.

The leader owns regional performance across Owner Furnished Contractor Installed (OFCI) and Long Lead Equipment (LLE) delivery, ensuring consistent execution models, strong supplier accountability, and proactive risk management. Success in this role requires strong commercial acumen, cross-functional leadership, and the ability to scale execution across multiple sites while maintaining operational excellence.

Key Responsibilities

Strategic Leadership & Regional Execution

  • Own sub-regional delivery performance across multiple sites, ensuring schedule, cost, and quality targets are achieved
  • Translate regional supply chain strategy into regional execution plans aligned to site realities
  • Establish consistent execution models, governance, and escalation pathways across the sub-region
  • Provide clear visibility to senior leadership on delivery risks, mitigation strategies, and performance trends
  • Act as the senior escalation point for supplier, schedule, and commercial issues

Field Execution & OEM Labor Management

  • Lead coordination of OEM and supplier labor execution with General Contractors (GC) and internal planning teams
  • Align schedules across suppliers, GC, and site teams to drive installation efficiency and improve customer experience
  • Resolve field escalations quickly, removing blockers and protecting critical milestones
  • Drive productivity improvements and standardized approaches to labor planning and sequencing
  • Negotiate and manage change orders related to overtime, schedule compression, and acceleration

Change Order & Claims Leadership

  • Own regional change order strategy and governance to ensure consistency and strong commercial outcomes
  • Lead negotiation and execution of change orders, minimizing cost and schedule impact
  • Serve as the senior commercial authority on entitlement, justification, and negotiation strategy
  • Partner with regional claims teams to resolve complex disputes and drive timely closure
  • Ensure disciplined processes across CDEs, technical submittals, and pre-construction readiness

OFCI Delivery & Quality Assurance

  • Oversee delivery, inspection, commissioning readiness, and sign-off of OFCI equipment across the region
  • Ensure rapid identification and resolution of quality issues with Supplier Quality and Category Management teams
  • Drive alignment on post-IFC design changes across procurement, engineering, and construction stakeholders
  • Standardize design documentation, compliance artifacts, and technical submittals across projects

Supplier Performance & Risk Management

  • Hold suppliers accountable to contractual SLAs, KPIs, and delivery commitments
  • Drive transparent performance reporting and proactive risk identification across all projects
  • Lead mitigation strategies for supply, schedule, and technical risks
  • Communicate impacts from LLE/OFCI delays and lead cross-functional resolution efforts
  • Act as primary liaison between suppliers, Engineer of Record (EOR), Architect/Engineer (AE), and internal teams

People Management – Model, Coach, Care

  • Lead and develop a team of Metro Procurement Leads and Site Procurement Managers across the sub-region
  • Model strong ownership, accountability, and pace; demonstrate clear and decisive leadership
  • Coach team members through real-time feedback, structured 1:1s, and development planning focused on measurable outcomes
  • Care for employees by fostering an inclusive, high-trust environment where individuals feel supported and empowered to grow
  • Build clarity in roles, decision rights, and expectations to enable faster, higher-quality execution at the site level
  • Establish strong operating rhythms (weekly reviews, performance check-ins) tied to data and outcomes
  • Develop future leaders and ensure a strong talent pipeline across the region
  • Hold teams accountable to performance metrics such as on-time delivery, defect rates, responsiveness, and issue resolution

Qualifications

Required/minimum qualifications

  • Master's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 5+ years experience in data science/analytics, finance, project management, supply chain, and/or operation
  • OR Bachelor's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 7+ years experience in data science/analytics, finance, project management, supply chain, and/or operation
  • OR equivalent experience.

Background Check Requirements: 

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings: 

Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter

Additional or preferred qualifications

  • Master's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 12+ years experience in data science/analytics, finance, project management, supply chain, and/or operation
  •  OR Bachelor's Degree in Engineering, Supply Chain, Data Analytics, Business, Finance or related field AND 15+ years experience in data science/analytics, finance, project management, supply chain, and/or operation
  • OR equivalent experience.
  • 5+ years people management experience.


Sourcing and Category Management M6 - The typical base pay range for this role across the U.S. is USD $130,900 - $277,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $165,600 - $303,600 per year.
