Position Summary

The CAD Technician provides technical drafting, drawing management, document control, and facility space documentation support for Bureau of Medicine and Surgery (BUMED) facility management programs. The position is responsible for maintaining accurate and current facility drawings, room inventories, utilization plans, and electronic document repositories supporting military healthcare facilities.

The CAD Technician performs drawing updates, reconciliations, and quality control activities using AutoCAD, Drawbase, and related Computer-Aided Design (CAD) software. The incumbent ensures all facility drawings comply with BUMED, Defense Health Agency (DHA), Navy, and Unified Facilities Criteria (UFC) standards while supporting facility planning, space utilization, real property management, and facility management database integration efforts.

This position serves as a key resource for maintaining accurate facility documentation and providing technical support and training to facility management personnel.

Essential Duties and Responsibilities

  • Maintain, update, and revise facility drawings to accurately reflect existing building conditions.
  • Compare facility drawings against actual site conditions and identify discrepancies, omissions, additions, relocations, and modifications.
  • Update architectural, structural, and space-related elements of CAD drawings based on facility renovations, moves, additions, and modifications.
  • Produce high-quality electronic drawings using AutoCAD, Drawbase, and other approved CAD software applications.
  • Ensure all drawing work is compatible with and exportable to Drawbase, DMLSS-FM, and other designated facility management systems.

Standards Compliance and Quality Assurance

  • Ensure all CAD drawings conform to BUMED, DHA, Navy CAD Standards, Unified Facilities Criteria (UFC), and other applicable government requirements.
  • Eliminate the use of external references (XREFs) in drawings and incorporate existing XREF content into revised drawing files.
  • Perform quality control reviews of facility drawings to ensure accuracy, consistency, and compliance with established standards.
  • Develop and maintain drawing reconciliation procedures and business rules subject to BUMED review and approval.

Room Inventory and Facility Data Reconciliation

  • Reconcile facility drawings with room inventory databases and facility management records.
  • Conduct drawing-to-room inventory validation and verification activities.
  • Generate discrepancy reports for facility drawings and identify inconsistencies between room inventories and drawing records.
  • Investigate, document, and resolve discrepancies through coordination with facility management personnel.
  • Support integration of drawing information with DMLSS-FM and related facility management systems.

Facility Utilization and Space Management Support

  • Prepare, update, and maintain Facility Utilization (FOUS) drawings and related space planning documentation.
  • Support facility space utilization analyses and occupancy planning efforts.
  • Document room assignments, functional use designations, and space allocation information.
  • Maintain accurate graphical representations of facility utilization and occupancy data.

Document Control and Records Management

  • Maintain BUMED document control systems and electronic drawing repositories.
  • Manage facility drawing records within Microsoft Teams, SharePoint, and designated network storage locations.
  • Create, migrate, archive, and update drawing files in PDF and native CAD formats.
  • Ensure facility drawings and supporting documentation are properly organized and accessible to authorized government and contractor personnel.
  • Maintain version control and document tracking processes for facility drawings and records.

Site Surveys and Field Verification

  • Conduct dedicated site visits to supported facilities to verify drawing accuracy and document facility changes.
  • Collect field measurements and facility information necessary for drawing updates and revisions.
  • Validate room configurations, occupancy data, and facility layouts against existing records.
  • Coordinate with facility personnel to obtain clarification regarding building modifications and space changes.

Training and Customer Support

  • Provide training to BUMED Facility Management personnel on the use of Drawbase and related drawing systems.
  • Assist users with interpretation and utilization of facility drawings and space management tools.
  • Provide technical support regarding facility drawings, room inventory records, and document management processes.
  • Respond to requests for facility drawings and technical information from government personnel, contractors, and stakeholders.

Collaboration and Stakeholder Support

  • Coordinate with facility managers, planners, engineers, real property personnel, and project teams to maintain accurate facility documentation.
  • Provide drawings and supporting documentation to government personnel and project stakeholders as required.
  • Support facility planning, renovation, maintenance, and construction initiatives through accurate drawing development and management.
  • Participate in facility data validation and reconciliation activities supporting BUMED and DHA programs.


Education, Experience, and Technical Skills

Required Education, Experience, and Technical Skills

  • Minimum of three (3) years of combined experience using both AutoCAD and Drawbase.
  • Demonstrated experience creating, modifying, maintaining, and managing architectural and facility-related CAD drawings.
  • Experience performing facility drawing reconciliation and quality control activities.
  • Experience maintaining electronic document control systems and drawing repositories.
  • Ability to interpret architectural, engineering, and facility drawings.
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
  • Must have or be able to obtain and maintain a valid driver's license


Preferred Education, Experience, and Technical Skills

  • Associate’s degree or technical certification in Drafting, Computer-Aided Design (CAD), Architectural Technology, Engineering Technology, Construction Technology, or a related discipline.
  • Experience supporting military, healthcare, government, or large institutional facilities.

Working Environment

This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.


This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work typical hours at the request of the client or role demands.


Physical Demands

Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.

Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.

Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.

Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.
