What You'll do:

Groundswell is hiring a Business Analyst to support an Agile software development team serving the Department of Transportation. This role will work with customers, product owners, developers, testers, support teams, and other stakeholders to gather, analyze, document, and validate requirements throughout the software development lifecycle. The Business Analyst will translate business needs into clear requirements and user stories, support implementation and testing, manage scope and change requests, and help resolve issues throughout delivery.

The team supports application development, enhancements, implementation, and user support. One of its major efforts is the transition from Microsoft 365 to Google Workspace, which the Business Analyst will support along with other assigned initiatives.

Responsibilities:

  • Elicit, gather, analyze, and document customer requirements and user stories.

  • Produce high-quality, detailed, comprehensive, testable, and traceable requirements documentation, including process flows, use cases, acceptance criteria, and related analysis artifacts.

  • Coordinate peer reviews of customer requirements and user stories.

  • Validate requirements and user stories with customers and other appropriate stakeholders.

  • Obtain customer sign-off or documented agreement on requirements and user stories.

  • Analyze and process change requests, including evaluating impacts to requirements, scope, schedule, and deliverables.

  • Maintain requirements traceability throughout implementation using a requirements traceability matrix or similar tool.

  • Monitor and help manage project scope by identifying potential scope changes, gaps, and risks.

  • Provide guidance to stakeholders on effective and efficient approaches for achieving project objectives.

  • Collaborate with product owners, developers, technical teams, support teams, and subject matter experts to refine requirements and resolve questions or conflicts.

  • Support quality assurance and user acceptance testing by developing test scenarios, reviewing results, and tracking defects and issues.

  • Support the analysis, design, implementation, testing, and rollout of application and process changes.

  • Provide helpdesk support to users by analyzing, troubleshooting, documenting, and coordinating the resolution of application or process-related issues.

  • Use Atlassian tools, including Jira, to manage requirements, user stories, tasks, defects, change requests, and project information.

  • Support the Microsoft 365-to-Google Workspace transition and other technology modernization efforts as assigned.

  • Produce project documentation, status updates, and other deliverables that meet quality and customer expectations.

  • Report project status, risks, issues, dependencies, and potential impacts to the Project Manager.

  • Help the team improve efficiency, quality, collaboration, and delivery execution.

Required Qualifications:

  • Bachelor’s degree in Computer Science, Information Technology, Business, or a related field.

  • Minimum of 3 years of relevant experience supporting software development, application systems, or technology transition projects.

  • Experience working in an Agile software development environment.

  • Experience eliciting, gathering, analyzing, documenting, and validating business and technical requirements.

  • Experience developing and managing user stories, acceptance criteria, process documentation, and related requirements artifacts.

  • Experience coordinating requirements reviews and obtaining stakeholder agreement or sign-off.

  • Experience analyzing change requests and assessing impacts to scope, schedule, requirements, and deliverables.

  • Experience maintaining requirements traceability throughout implementation.

  • Experience supporting application testing, implementation, troubleshooting, helpdesk support, or user acceptance testing.

  • Experience using Jira and other Atlassian tools to manage requirements, user stories, tasks, defects, or project information.

  • Strong written and verbal communication skills, with the ability to explain complex concepts and communicate effectively with technical and non-technical stakeholders.

  • Must be a U.S. citizen and able to obtain and maintain a Public Trust Clearance in accordance with contract requirements.

  • Willingness and ability to work Eastern Time Zone hours.

Preferred Qualifications:

  • Experience working with Microsoft 365 and Google Workspace environments, applications, and collaboration tools.

  • Experience with web development projects or web-based applications.

  • Experience supporting Department of Transportation systems or programs.

  • Experience with process modeling, change management, product backlogs, or application support.

  • Active Public Trust Clearance.

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to skill sets, experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is:

$74,230.00 - $142,250.00
