JOB TITLE: Aviation Safety Officer – Air Operators’ Evaluator (ASO-Ev)
TYPE OF CONTRACT: Consultant WAE
UNIT/DIVISION: POA/ASU Aviation Safety
DUTY STATION (City, Country): Work remotely (Admin D/S Rome)
DURATION: 7 months (60 days within this period)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:


The role is primarily to support and enhance ASU air safety activities across the Americas (North America, Central America, South America, and the Caribbean). The position will support ASU Headquarters and reports to the Chief, ASU, strengthening operator registration and evaluations activities in the region. All work to be coordianted with the ASO-ORE (Aviation Safety Officer – Operator Risk Evaluation)
Provide independent and specialized safety evaluations of air operators, contracted aircraft, and operational practices within the America region. This includes conducting on-site and remote assessments, reviewing operator compliance with UN/WFP aviation safety standards, and identifying risks and mitigation measures. The consultant will deliver evidence-based findings and proportionate recommendations to inform ASU decision-making, including operational suitability, risk acceptance, and required corrective actions.
Support a broad range of safety oversight and assurance activities, including audits, safety performance monitoring, occurrence review, and advisory support to field operations. Contribute to the continuous improvement of safety management practices and promote harmonized safety standards across the region.


ACCOUNTABILITIES AND RESPONSIBILITIES:


1. Conduct Evaluations: Perform Phase II and III, Base (BORE), Field (FORE), and Aircraft Air Operator Evaluations (ARE) as assigned, assessing the level of safety and regulatory compliance in each area. Record all identified non-conformities, as applicable, and keep the Chief, ASU, regularly informed on a daily basis during the assessment, particularly regarding any Critical or Major non-conformities.
2. Reporting Contributions: Submit the assigned evaluation reports of the BORE/FORE/ARE documents to the ASU Evaluation Officer (ASO-ORE) in Rome using the established ASU software or designated Excel templates, in line with ASU air operator evaluation protocols, ethics, and guidance.

3. Use of SMILE System: Utilize the ASU air operator assessment software (SMILE), as instructed by the ASO-ORE, including:

  • a. Completing the required pre-evaluation training for system use;
  • b. Performing all necessary assessment activities within the system;
  • c. Following applicable On-the-Job Training (OJT) guidance provided by the ASU-ORE officer;
  • d. Completing evaluations of assigned areas and/or sub-areas in SMILE;
  • e. Extracting and submitting the relevant files to the Team Leader before the end of the mission.

4. Emergencies Response Support: Serve as the aviation safety advisor at the start of UNHAS emergency response operations in the region.
5. Mission Reporting: At the conclusion of the mission, submit a Mission Report to the Chief ASU. The report shall include, at a minimum: a brief description of the mission, key findings, positive aspects, recommendations (as applicable), and lessons learned.
6. Adherence to Schedule: Comply with the work and travel schedule established by the ASO-ORE, who is responsible for planning and obtaining CASU approval for all air operator risk evaluation mission schedules.


DELIVERABLES AT THE END OF THE CONTRACT:


- Completion of the assigned missions,
- Completion of the number of air operators' safety risk evaluations assigned,
- Satisfactory completion of the different levels of WFP safety risk evaluation training assigned.

QUALIFICATIONS & EXPERIENCE REQUIRED:


Education:
Hold or has held a Commercial Pilot License, Aviation Engineering License. Aviation Auditing qualificaitons.


Experience:
A minimum of 7 years’ experience in the aviation industry. Experience in aviation auditing is required. Knowledge of WFP procedures and operations is an asset.


Knowledge and Skills:
Has successfully completed an Aviation audit and Safety Management course or equivalent. In addition, Accident Prevention & Investigation qualification and experience and/or Quality Management experience with organizations and/or authorities is preferable.

Languages:
English level C (working language). Spanish.
