The Opportunity
The Associate Director for State Policy is responsible for assisting the Director of Policy and Vice President for Policy & Government Affairs in developing and carrying out Community Catalyst’s state policy agenda, ensuring alignment with federal policy priorities and partner needs.
The individual in this position will provide leadership to the policy team in identifying and capitalizing on trends in state health policy and help shape the support that Community Catalyst provides to partners across our programs and projects. The individual will need to work with colleagues across the organization, think about how various initiatives intersect, and how we coordinate and collaborate within the organization.
The individual is expected to motivate policy team colleagues and technical assistance providers to consistently provide excellent service to our external partners as well as represent the needs and goals of those partners within the organization. The individual will also need to build relationships with external partners – including state and community based organizations.
Key Responsibilities
- Partners with the Director of Policy, Vice President for Policy & Government Affairs, and senior management team in development of Community Catalyst’s state policy agenda, including efforts that are centered in community leadership.
- Conducts and coordinates analysis of state and federal legislative and regulatory proposals and monitors state policy trends and progress.
- Coordinates processes to ensure that state voices are represented in the development of federal policy priorities.
- With the Programs team, develops and coordinates program and issue-specific policy goals, technical assistance strategies, and evaluate progress over time.
- Develops and maintains expertise in key health policy areas and serves as an advisor and thought leader on key policy issues at the state and federal level.
- Supports the organization’s efforts to strengthen local community organization engagement around health issues and build collaborative partnerships with state policy advocates around a jointly developed agenda.
- With the Communications team, writes issue briefs, blogs and other materials to help educate policy makers, advocates and other audiences.
- Builds and maintains strategic relationships and represents the organization with policymakers, funders and state, national and community-based organizations.
- Plays a supporting role in fundraising, including strategy, funder/donor outreach and stewardship, proposal writing and reporting.
- Performs other duties as necessary to achieve the goals of the policy team and the organization.
Required Qualifications
- Bachelor’s degree plus at least 8 years relevant work experience in health policy or a combination of relevant higher education and years of legal and/or health policy work experience.
- Demonstrated in-depth knowledge of health policy issues, ability to analyze complex and intersecting health legislation, regulations and policies, and understanding the connections between state political environments and effects on advocacy and policy campaigns.
- Understanding of the state and federal policy landscape and trends and the policymaking process.
- Excellent written and verbal communication skills.
- Ability to travel on average 3-5 times a year.
Preferred Qualifications
- Masters degree in public policy, public health, public administration or related field.
- Demonstrated experience leading or supporting state-level policy campaigns.
- Extensive knowledge of state Medicaid, Marketplace, and related programs and policies.
- Experience engaging with state policymakers, legislators, and public program officials.

The Associate Director for State Policy may supervise junior policy staff such as Policy Associates, Policy Analysts, or seasonal interns.
Work Environment & Physical Requirements
This is a remote, office-based position performed from a home or remote workspace using standard office equipment and technology. Occasional travel may be required based on organizational needs. The role involves extended periods of sitting, regular computer use, and virtual communication. Compensation & Benefits
The salary range for this position is $100,000– $120,000 based on a full-time schedule. Placement within the range is determined by role scope, relevant experience, skills, geographic considerations, and internal equity. Compensation is reviewed and approved in accordance with Community Catalyst’s compensation framework and organizational policies.
