Position Summary:
The Associate Director – Global Advocacy & Policy Research (AD-GAPR) is a senior leadership role within Fòs Feminista’s Global Advocacy for Change Unit, responsible for strengthening advocacy at national, regional, and global levels through rigorous political analysis, evidence generation, and strategic coordination.
Reporting to the Chief Global Advocacy Officer, the Associate Director supports unit-wide leadership across advocacy strategy, program development, donor engagement, and internal coordination, while leading the organization’s policy research and evidence agenda. The role works in close partnership with Associate Director – Global Advocacy & Project Management, Senior Global Advocacy Officers (SGAO) and Global Advocacy Officers (GAO) to ensure evidence-based advocacy strategies are implemented at national, regional, and global levels.
Reporting Relationship: Reports to the Chief Global Advocacy Officer and supervises a Senior Global Advocacy Officer and/or Global Advocacy Officer
- Policy Research, Evidence, and Knowledge Leadership
- Lead Fòs Feminista’s policy research and evidence agenda, ensuring high-quality, feminist, and decolonial analysis that informs advocacy goals (governmental influencing and movement mobilization) at all levels.
- Oversee the development and execution of multi-year and annual research priorities through partnerships with partners, academic institutions, research firms or consultants.
- Support and collaborate with Alliance partners to develop transnational technical and policy research aligned with the organization’s strategic plan on key sexual and reproductive health, rights, and justice (SRHRJ) issues, including but not limited to HIV and AIDS, family planning, maternal health, abortion, comprehensive sexuality education, economic justice, climate change, the anti-gender movement, and related intersecting issues.
Research, write, analyse, and support the supervision of Fòs Feminista research outputs, including policy briefs, research reports, fact sheets, blogs, op-eds, literature reviews, and other advocacy-focused publications.
- Lead the dissemination of advocacy knowledge and evidence
through a range of platforms including
academic and policy journals, blogs, podcasts, webinars, and other public-facing formats, to extend the reach, accessibility, and influence of Fòs Feminista’s feminist analysis among policymakers, movements, and thought leaders in collaboration with the Communication team.
- Provide technical input into the creation of knowledge products generated from project implementation insights in collaboration with the project implementation team and the Business Intelligence, Evaluation and Research (BIER) team.
- Support the team by searching and suggesting evidence (program reports, analysis, academic papers, etc.) to support case-making, arguments, and position papers to support advocacy and influencing strategies.
- Maintain and curate a centralized database of policy research resources, including relevant academic institutions and programs, potential research collaborators, and dissemination outlets (e.g., journals, platforms, podcasts), to support strategic partnerships, knowledge sharing, and future research opportunities.
- Coordinate the tracking and reporting on the reach and impact of Fòs Feminista’s policy research, including how evidence and knowledge products contribute to shaping advocacy strategies, influencing policy debates, and advancing outcomes at national, regional, and global levels for reporting into the organization’s accountability and learning framework.
2. Strategic Accompaniment and Capacity Strengthening
- Serve as the focal point for the Centre for Evidence-Based Advocacy, leading efforts to strengthen Alliance capacity by setting learning priorities, supporting the design and delivery of capacity-sharing initiatives, and overseeing the development of practical resources and learning products for Alliance member.
- Systematically gather and share emerging and relevant evidence, including program reports, analyses, and academic research, to strengthen Alliance partners’ awareness and use of existing and new evidence in support of their advocacy efforts.
- Support the SGAO in Asia and the Pacific region to coordinate alliance partners, develop regional strategies to maximize advocacy opportunities and partnerships, and build a sense of community within the region and connecting to other regions in the Alliance.
3. Program Strategic Development
- Contribute to the development of advocacy programs and initiatives on emerging areas that intersect with SRHR and gender justice such as health financing, economic justice, and development justice.
- Identify emerging political and funding opportunities on these emerging areas to strengthen advocacy impact within the Alliance
- Source for new partnerships to be leveraged to expand the Alliance’s understanding and engagement on these emerging areas of work.
4. Internal Team Coordination
Supervise and provide strategic guidance to one or more Senior and/or Global Advocacy Officer
- Manage interns and/or consultants, ensuring effective delivery of policy advocacy priorities.
- In collaboration with Associate Director – Global Advocacy & Project Management, led internal team work planing, review and learning processes to ensure clarity of roles, political alignment, and effective use of resources across the advocacy unit.
- Led the MEL working group to ensure consistent and timely tracking and reporting of the Unit’s activities and create opportunities for internal review and learning.
- Support a collaborative and feminist team culture grounded in accountability, learning, and care.
5. Donor Engagement, Resource Stewardship and Management
- Support donor relationship management and strategic engagement in collaboration with the Chief Global Advocacy Officer and Development team.
- Contribute to proposals and donor reporting related to advocacy and evidence work.
- Provide oversight of 2-3 advocacy-related budgets, including tracking, forecasting, and alignment with workplans and donor agreements.
- Work closely with Finance to ensure responsible financial management and compliance.
6. Leadership and Representation
- Provide senior leadership in the design and implementation of advocacy strategies at national, regional, and global levels.
- Support the Chief Global Advocacy Officer with Board-related strategy, briefings, and materials related to advocacy priorities and impact.
- Represent the Unit in cross-team committees and coordination spaces, including program strategy and business development discussions.
- Represent Fòs Feminista externally in selected advocacy and policy spaces, as appropriate.
- Any other duties as assigned by the Chief Global Advocacy Officer.
Qualifications, Knowledge, and Skills Requirements
- A Master’s degree in public health/public policy with a minimum of 7+ years’ experience in public policy analysis, with an emphasis on public health issues.
- Demonstrated track record of working effectively with Diplomatic experience highly required.
- Knowledge about the Multi-lateral spaces including but not limited to the United Nations.
- Fluency in English is a must. Proficiency in Arabic, French, Portuguese, Spanish, or other languages is highly desirable.
- Demonstrated track record of keen interest in and understanding of UN processes.
- Outstanding oral and written communication skills and ability to write policy documents and analysis for a general audience.
- Demonstrated and strong skills in policy analysis and independent thinking.
- Demonstrated ability to organize work, set priorities, manage competing demands, and maintain a positive attitude.
- Broad working knowledge of and commitment to women’s and LGBTQI+ rights, sexual and reproductive health and rights, social justice, HIV and AIDS, non-discrimination, and human rights.
- Ability to speak and write about intersectional and decolonial feminisms, global policies, and sexual and reproductive justice for a general audience.
- Demonstrated commitment to anti-racism and challenging other forms of oppression, including to a process of self-reflection and transformation around implicit bias.
Position Location
This role is expected to be based in, or have strong proximity to, the Asia and Pacific region, with flexibility to engage in regional travel and virtual coordination as required.
Compensation: Fòs Feminista offers generous compensation consistent with competitive salaries and a benefits package that includes private health coverage, life insurance, retirement benefits, paid sick, vacation leave and parental leave, holidays, and flexible working arrangements. The annual salary is USD 55,000.00 payable in local currency.
