Role Summary

As a member of the Public Affairs and Policy team, the Associate Director of Public Affairs and Policy – Neurology plays a critical role within Corporate Affairs and at Servier. This role provides substantive policy expertise for coding, coverage, reimbursement, rare disease access, and neurology policy issues to improve access to Servier therapies in the U.S.

The position will serve as the policy lead for Neurology-related federal and state policy developments, including policy issues that may affect near-term product launch readiness, disease-state access, pipeline planning, and long-term Neurology franchise strategy, while partnering closely with the Associate Director for Policy responsible for Oncology to ensure consistent enterprise alignment across Servier’s portfolio.

This position reports to the Director, Public Affairs and Policy and works collaboratively across Servier, including regular partnership with U.S. colleagues in Patient Advocacy, Market Access, Regulatory Affairs, and Patient Services. The role leads policy intelligence efforts to interpret U.S. federal and state policy developments, assess implications for Servier's business, pipeline, and patients, and develop actionable policy recommendations and internal education. This position will act as a neurology policy subject matter expert at public affairs events and external engagements, supporting engagement with key policy stakeholders.

Primary Responsibilities

• Collaborate with the Corporate Affairs team and internal cross-functional partners to guide policy-related initiatives addressing evolving federal and state changes, including summarizing and providing internal education on payment and operational rules released by HHS, state health agencies, and legislatures.
• Support development of short-term and long-term impact analyses of proposed policies to the company’s U.S. business, products, pipeline, and Neurology franchise strategy, and propose and guide policy strategies at both the federal and state level.
• Serve as a trusted advisor to Public Affairs & Policy leadership and cross-functional business partners by translating evolving policy developments into actionable business risks, opportunities, and strategic recommendations.
• Monitor and assess the political and policy climate related to Neurology, rare disease access, and disease-state policy issues, including developments that may affect product launch readiness, pipeline planning, and patient access.
• Attend key policy meetings and forums, including rare disease and access-focused venues such as RISE workshops, EveryLife Foundation meetings, NORD, Global Genes, and similar organizations; provide timely updates on relevant federal and state activities to inform strategic priority setting.
• Track disease-state access policy issues that may affect Neurology and rare disease populations, including newborn screening policy developments, relevant federal and state implementation activity, and implications for patient identification and access.
• Represent Servier's neurology policy positions within trade association work groups, coalitions, and external policy forums focused on access, reimbursement, rare disease, and neurology policy issues.
• Participate in trade association work groups as a policy subject matter expert on Medicare, Medicaid, 340B, and related access issues (e.g., coding, coverage, reimbursement, IRA)
• Serve as policy subject matter expert in external engagements with policymakers, agency staff, trade associations, rare disease organizations, advocacy stakeholders, and other relevant policy audiences on payment, coverage, reimbursement, rare disease access, and related policy issues, in coordination with Government Affairs.
• Clearly and strategically articulate company positions on assigned policy issues as the substantive policy lead, under supervision of Policy leadership.
• Coordinate with internal patient advocacy stakeholders, as appropriate, with rare disease and neurology stakeholders to inform policy analysis, identify emerging access barriers, and support policy alignment. Relevant stakeholders may include organizations such as MDA, PPMD, Cure Duchenne, NORD, EveryLife Foundation, Global Genes, and similar groups.

Education and Required Skills

• Bachelor’s degree required, preferably in the field of health policy, public health, or political science; master’s degree preferred. 
• 8+ years of working and/or comparable education on federal and/or state health policy, Medicaid, and Medicare issues in government, or with relevant private sector experience (6+ years dependent on education).
• Consistent record in identifying policy trends affecting the pharmaceutical industry and public health and advancing policy solutions to address potential barriers.   
• Demonstrated commitment to ensuring patient access to innovative medicines and the importance of a thriving biopharmaceutical industry.
• Experience working with consultants to manage research projects such as regulatory comment letters and agency engagements.
• Excellent organizational and project management skills—demonstrated ability to independently manage assigned work streams.
• Ability to manage numerous, competing priorities under pressure while effectively collaborating with internal partners.
• Strong financial acumen with experience managing budgets, consultant workstreams, and compliant corporate giving protocols.

Preferred Skills

• Deep knowledge of Medicare, Medicaid, federal healthcare policy, drug pricing, IRA implementation, federal appropriations, newborn screening, and related policy areas affecting rare disease, neurology, and the biopharmaceutical industry.
• Experience in Neurology, rare disease, neuro-oncology, or adjacent specialty-care policy is highly desirable; Oncology policy expertise will sit with the other Associate Director for Policy, with close coordination expected on cross-portfolio issues.
• Proven ability to analyze policy and regulatory developments to assess business impact and provide strategic recommendations to leadership.
• Possess exceptional communication skills, both oral and written with the ability to translate complex concepts into clear, concise and actionable insights for leaders and non-technical stakeholders.
• Demonstrated ability to work across functions, regions and cultures while exhibiting enterprise level leadership with the ability to inspire, motivate and drive results.
• Knowledge and understanding of healthcare product development and commercialization.

You are a motivated self-starter with the ability to work on multiple projects simultaneously both individually as well as in cross-functional environments. You have strong written and oral communications skills, Medicare and Medicare policy experience, and preferably biopharma policy experience. You like to work in a challenging and dynamic environment that can change and improve the lives of patients. 

Travel and Location

• Remote eligible from Washington, DC with 20% travel required

Salary Range

The salary range for this role is $156-$185k. An employee’s pay position within the salary range will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, geographic location, performance, and business or organizational needs. We may ultimately pay more or less than the posted range, and the range may be modified in the future. Employees in this position are also eligible for Short-Term and Long-Term incentive programs.
