Doctors Without Borders / Médecins Sans Frontières (MSF) is looking for a Program Manager to lead the implementation of the Vulnerable Too initiative - a staff-centered effort to strengthen peer support, connection, and well-being across the MSF movement.

The Mentoring & Coaching Hub or MCHub, offers Mentoring & Coaching to support the MSF global workforce, enhancing their personal and professional leadership.

In this role, you will coordinate partners, engage stakeholders across MSF, and ensure the initiative is delivered on time, on budget, and in line with MSF’s safeguarding and quality standards.

About the Initiative

Vulnerable Too is a global MSF initiative supported by the Transformational Investment Capacity (TIC). It aims to strengthen how MSF staff support each other by creating space for reflection, storytelling, and peer connection.

The initiative focuses on

  • Strengthening peer support and emotional connection among staff

  • Creating safe spaces for sharing experiences and reflection

  • Testing new approaches to staff well-being and community-based support

  • Building digital and organizational models that support a culture of openness and inclusion

As Vulnerable Too Program Manager, you will

  • Manage the program by coordinating and monitoring the implementation of the initiative in collaboration with the external implementation partner, ensuring alignment with agreed plans, timelines, deliverables, and budget

  • Ensure stakeholder engagement and coordination across MSF entities to ensure alignment, collaboration, and effective participation

  • Secure that MSF standards are integrated throughout the initiative. This includes quality control, safeguarding, ethical considerations and data protection.

  • Ensure informed decision-making and effective governance through monitoring, risk management, reporting and contributing to learning and evaluation processes, including feedback and continuous improvement

  • Act as an internal ambassador for the Vulnerable Too Initiative, strengthening engagement and participation across the MSF movement by fostering storytelling, reflection, peer connection, community-based support, and emotionally supportive practices that foster inclusion and emotional solidarity

Who this role suits

This role is suited for an experienced project or program manager who is comfortable working independently in a complex, international organization.

Must have

  • Minimum 5 years of relevant professional experience

  • Strong experience managing or coordinating projects with multiple stakeholders

  • Experience in humanitarian, public sector, or non-profit environments

  • Strong stakeholder engagement and relationship management skills

  • Excellent communication and facilitation skills

  • Ability to work independently across teams, functions, and geographies

  • Fluent written and spoken English (C1 level or equivalent)

Strong advantage

  • Experience in MSF or similar humanitarian operational contexts

  • Background in one or more of the following:

    • Staff well-being / MHPSS

    • Coaching and mentoring

    • Organizational development or culture change

    • Community engagement or safeguarding

  • Experience with online communities or peer-support initiatives

  • Knowledge of trauma-informed approaches and psychological safety

  • Proficiency in French, Spanish, or Arabic

Contract & Location

  • Contract: 50% position, 24-month fixed-term

  • Start date: 1 September 2026

  • Location: Remote (global), with Oslo or Nordic region preferred for administrative reasons

Salary depends on location. For candidates based in Norway: Salary Grade 17, this equals NOK 371,562–404,355 annually in a 50% position (depending on experience).

For administrative and hosting reasons, candidates based in Norway or the Nordic region are preferred.
