Achieving gender equality and women’s empowerment is an essential element of the 2030 Agenda for Sustainable Development – the roadmap to a more equal, just, peaceful, and sustainable world. The Women’s Economic Empowerment Portfolio in India focusses on strengthening women’s economic rights and agency while creating an enabling environment for decent and safe employment and entrepreneurship opportunities for women in all their diversity. UN Women is implementing an ‘EU’ funded Women Empower India project to advance women’s economic empowerment in India. By promoting decent and safe economic opportunities, policy advocacy, and collaborative efforts including towards addressing discriminatory social norms, the project aims to create positive change for women and girls in all their diversity. The project envisions following result areas:

  1. Increased access to safe and decent economic opportunities for women and girls in all their diversity.
  2. Enhanced gender transformative policies and decision- making processes to improve women’s access to safe and decent employment and entrepreneurship.
  3. Positive gender norms that enable and increase women’s participation in economic and social life promoted.

Under the project, UN Women India works closely with national and state governments to strengthen gender-responsive policies, institutions, and data systems. Recognizing the critical role of gender statistics in informing evidence-based policymaking, UN Women has partnered with the Ministry of Statistics and Programme Implementation (MoSPI) to strengthen gender data analysis, statistical publications, and capacity building on gender statistics.

Under this collaboration, UN Women and MoSPI will jointly develop analytical products and knowledge resources to enhance understanding of gender equality trends and their implications for India's development trajectory. Key areas of collaboration include co-publication of thematic Gender Bulletins, technical support on MoSPI’s flagship publications, integration of gender perspectives into statistical products, and strengthening institutional capacities on gender statistics and analysis.

To support this work, UN Women seeks to engage a Technical Consultant – Gender Statistics and Data Analysis to provide high-quality analytical, technical, and coordination support to UN Women India as a part of its engagement with MoSPI. 

Under the direct guidance of Country Programme Manager, WEE, the consultant will undertake following activities:

A. Develop analytical gender bulletins (15-20 pages each)

  • Lead development of analytical frameworks, methodologies, and data analysis for a series of two Gender Bulletins –a) Sustainable Development Goals – National Indicator Framework (SDG-NIF) Gender Indicators and, b) Gender and Macroeconomic indicators
  • Compile, clean, analyse, and synthesize data from SDG-NIF reports and complementary national and international datasets.
  • Conduct data validation, triangulation and quality checks. 
  • Draft content for the two bulletins using data from Economic Survey, National Accounts, PLFS, RBI, NCAER, IMF, OECD, World Bank and other relevant sources.
  • Develop statistical tables, visualizations, dashboards, and policy-relevant analytical insights.
  • Present the analysis to an expert committee composed of internal and external stakeholders 
  • Draft, revise, and finalize content for publications in consultation with UN Women.
  • Support publication content design, review, dissemination, and communication processes.

B. Women and Men in India Publication – Analysis and Curation of National Dissemination Workshop

  • Undertake detailed gender analysis of MoSPI’s Women and Men in India 2025 publication.
  • Prepare thematic briefs, analytical notes, presentations, and dissemination materials.
  • Provide technical inputs for development of Women and Men in India 2026.
  • Support integration of gender-responsive analytical approaches, indicators, and data visualizations.
  • Support planning and implementation of a national dissemination workshop on Women and Men in India.

C. Elderly in India 2026 Publication – Technical Support

  • Provide technical support in integrating gender perspectives into the Elderly in India publication.
  • Analyse ageing-related indicators through a gender lens, including economic security, health, care responsibilities, social protection, and wellbeing.
  • Review draft chapters and provide analytical recommendations.
  • Support preparation of publication graphics, data visualizations, and dissemination materials.

D. Knowledge Management and Coordination

  • Coordinate consultations, facilitate review meetings, prepare presentation decks, and incorporate comments from technical reviews.
  • Maintain repositories of datasets, analytical outputs, and reference materials.
  • Ensure all publications are gender-responsive, accessible, and aligned with national and international statistical standards.

Deliverables, Timelines, and Payment Schedule (15 July 2026 – 31 January 2027)

Payments will be made against the satisfactory completion and submission of the following deliverables:

  • Report, including the detailed methodology, workplan, and analytical framework for the assignment -10% of the total fee by 31 July 2026 
  • Gender data analysis of the Men and Women in India Publication 2025, along with the concept note, agenda, and presentation materials for the dissemination workshop - 25% of the total fee by 15 September 2026
  • Gender and Macroeconomic Indicators Bulletin, including data annexes, visualizations, and the designed final draft -25% of the total fee by 15 October 2026
  • technical support for Elderly in India 2026, including technical review notes, gender analysis inputs, and design/publication support inputs - 15% of the total fee by 15 November 2026
  • Analysis of SDG–NIF Indicators Bulletin, including the draft and final bulletin, supporting statistical analysis, visualizations, and final designed draft - 15% of the total fee by 15 December 2026
  • final consultancy report documenting activities undertaken, outputs delivered, recommendations, and lessons learned - 10% of the total fee by 15 January 2027

Total: 100% of the consultancy fee.

Education:

  • Master's degree or higher in Statistics, Economics, Demography, Public Policy, Development Studies, Gender Studies, Data Science, or a related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:

  • Minimum 7 years of progressively responsible experience in gender statistics, socio-economic analysis, public policy research, official statistics, or development research.
  • Demonstrated experience working with large-scale national datasets such as NSS, PLFS, NFHS, Census, SDG indicators, administrative datasets, or comparable statistical systems.
  • Proven experience preparing analytical reports, flagship publications, policy briefs, statistical publications, or knowledge products.
  • Experience conducting quantitative and qualitative research and translating findings into policy-relevant recommendations.
  • Familiarity with India's statistical system and government institutions, particularly MoSPI, is highly desirable.
  • Experience working with UN agencies, multilateral organizations, research institutions, or government ministries is desirable.
  • Strong data visualization, analytical writing, and stakeholder engagement skills.

Language Requirements:

  • Strong written skills in English and good command over Hindi.
