About This Role
As Transition Lead, you own the four-week, two-sprint transition-in that stands between contract award and full performance responsibility. You plan and execute knowledge transfer from the incumbent team, stand up staffing, access, and operational processes, and validate that the program can operate independently by day 30, all without degrading a system that runs 24 hours a day, 7 days a week. After transition, you institutionalize what the team learned and keep the program exit-ready.

What You'll Do
Plan and execute transition-in
  • Map transition tasks across a minimum two-sprint schedule with the customer team and incumbent contractor, meeting a 30-day transition limit
  • Assume full responsibility for all required services by the end of the transition period with no degradation of service
  • Coordinate knowledge transfer with incumbent personnel: session scheduling, coverage tracking, and gap closure
  • Establish staffing, systems access, credentialing, and operational processes; identify and mitigate transfer risks
  • Validate that all identified critical knowledge areas (systems, architecture, processes, tools) transfer completely, with at least 95 percent of planned transition tasks completed on schedule
Institutionalize what you learn
  • Develop playbooks and developer how-to documentation that survive team changes, owned by the customer
  • Confirm the transfer of true system ownership from the outgoing contractor, finalized during the second transition sprint
  • Conduct the transition retrospective within 30 business days and update the product roadmap with the customer team
Prepare the exit before it matters
  • Maintain transition-out readiness throughout performance, including the Transition-Out Plan due 60 days before contract end
  • Keep documentation complete, current, and accessible in customer-designated repositories at all times
Your day to day
  • Run the daily transition standup during the transition window; track every knowledge-transfer session to completion
  • Maintain the access and credentialing tracker: background investigation submissions, PIV issuance, system access requests
  • Keep the transition risk log current and escalate blockers the same day they surface
  • Walk the readiness scorecard weekly with the program manager: what can we operate alone today that we could not last week
  • After transition: quarterly runbook and playbook reviews, documentation currency checks, and exit-readiness spot checks

What You Bring
  • Bachelor's degree and at least 10 years of relevant delivery or program management experience
  • Direct experience executing a transition-in from an incumbent contractor on a federal program
  • Working fluency with agile delivery, since transition activities ride the sprint cadence
  • Demonstrated experience running knowledge-transfer programs with measurable completion criteria
Preferred
  • Experience transitioning systems with embedded legacy components and third-party dependencies
  • Familiarity with federal onboarding logistics: background investigations, PIV issuance, system access provisioning
  • Experience on 24x7 operational systems where continuity is non-negotiable

Logistics and Classification
  • Location: remote (contractor facility), with core-hours availability 8:00 AM to 4:30 PM ET.
  • Occasional domestic travel to client and stakeholder sites.
  • All personnel must be able to obtain a federal background investigation commensurate with position sensitivity and a PIV credential. No security clearance is required.
  • This position is contingent upon contract award, with an anticipated start in October 2026.

Salary Information
  • $120,000.00 to $130,000.00 - commensurate with experience and skillset
