Position Overview

We are seeking an experienced Technical Writer / Functional Analyst - Integrated Workplace Management System (IWMS) to support a mission critical U.S. Department of Homeland Security (DHS) program involving enterprise real property and facilities management systems.

Responsibilities

  • Elicit and document requirements through working sessions with non-technical and technical stakeholders.
  • Collaborate to develop As-Is / To-Be process documentation for functionality being migrated or enhanced.
  • Author functional and technical design documents that specify how the UI/UX changes will be implemented by a dedicated staff of developers including but not limited to field changes, workflow updates, custom reporting, module enhancements, and API configurations.
  • Trace requirements throughout the development lifecycle and maintain traceability of each requirement as scope changes.
  • Participate in design sessions and build reviews and document decisions, and open items.
  • Coordinate directly with the development contractor on design intent, feasibility, and clarification during implementation.
  • Validate that delivered configuration matches documented design, and support user acceptance testing documentation.
  • Support creation of end-user-facing material derived from the design: training curriculum, job aids, release notes, and guidance.

Required Skills and Experience

  • Active DHS Fitness determination, or a current and adequate federal background investigation eligible for acceptance under reciprocity, allowing you to begin work with minimal delay.
  • 3+ years authoring functional or technical design documentation that development teams implemented from - not solely end-user documentation.
  • Demonstrated technical experience eliciting requirements directly from business stakeholders and translating them into system behavior.
  • Ability to read SQL well enough to trace and validate query-based report output.
  • Experience documenting configured enterprise applications, where behavior lives in configuration rather than custom code.
  • Exceptional written communication, including the ability to explain technical behavior clearly to a non-technical audience.
  • Comfortable working on government-furnished equipment inside a controlled environment.
  • Ability to work effectively remotely in cross-functional teams.
  • Ability to meet deadlines and produce quality work.
  • Proficient in Microsoft Suite software including Outlook, Word, Excel, SharePoint, and PowerPoint.

Preferred Skills and Experience

  • Direct IBM TRIRIGA experience, particularly with forms and form layout, state actions, smart sections, query sections, multi-tab sections, data exchanges, synchronous and asynchronous workflows, security roles, portals and portal sections, navigation items and collections, and the Object Migration tool.
  • Experience on a TRIRIGA platform upgrade or migration.
  • Experience developing and implementing automation and efficiency tools.
  • Familiarity with BIRT or comparable embedded reporting tooling.
  • Federal real property domain knowledge - real property inventory and reporting, occupancy agreements, reimbursable work authorizations, capital investment planning, space utilization measurement.
  • Awareness of CAD integration in a computer-aided facilities management context.
  • Experience authoring privacy documentation such as Privacy Threshold Analyses or Privacy Impact Assessments, ideally within DHS.
  • Working knowledge of Section 508 accessibility requirements as they apply to documentation and system output.
  • Experience with an agile or release-based delivery cadence with a separate development contractor.

Compensation

The salary range for this position is $80,000 - $110,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
