Work Arrangement: On-site in New York City; remote work may be considered for highly qualified candidates.
The System Analyst will support the New York City Department of Social Services (DSS) NYCWAY project by performing systems analysis, requirements gathering, application design, technical documentation, testing, reporting, and implementation activities.
There are four System Analyst openings supporting the NYCWAY project. Specific technical responsibilities may vary by assignment and may include business and systems analysis, mainframe applications, MAPPER programming, database technologies, web application development, and modern Microsoft .NET technologies.
Candidates will be considered for the position that most closely aligns with their experience and technical background.
A minimum of four (4) years of relevant professional experience is required for most System Analyst assignments.
Certain assignments require a minimum of six (6) years of experience, particularly those requiring advanced MAPPER programming, UNISYS mainframe, and .NET application development expertise.
Candidates should demonstrate relevant experience across the following areas based on the specific System Analyst assignment:
Systems analysis, system design, testing, and implementation.
Data structures, data manipulation, and database technologies.
Gathering, analyzing, and documenting business rules and requirements from system users.
Business analysis and translation of business requirements into technical solutions.
Development of detailed program and technical specifications.
Preparation of technical and user documentation.
Software conversion and application modernization activities.
Development and production of management reports.
Experience leading or contributing to the design of program specifications and implementation of software solutions.
Exposure to enterprise computing environments, including:
Mainframe systems
Mid-range systems
Personal computers
Laptops
Experience and knowledge of UNISYS mainframe and PC environments.
Experience with MAPPER analysis and programming.
Working knowledge of SQL, Oracle, and/or SQL Server.
Experience supporting both front-end and back-end processing of web applications.
Experience with Scrum and Agile development methodologies, including sprint planning and delivery.
Strong analytical, troubleshooting, and problem-solving skills.
Strong written and verbal communication skills.

Analyze business, functional, system, and technical requirements supporting NYCWAY applications.
Gather and document business rules and system requirements from users and stakeholders.
Translate business requirements into detailed technical and program specifications.
Perform systems analysis and design for new applications, enhancements, and modernization initiatives.
Support the design, development, testing, implementation, maintenance, and enhancement of software solutions.
Develop and execute test plans to validate application functionality and system changes.
Analyze and support data structures, databases, data manipulation processes, and application data requirements.
Support both front-end and back-end components of web applications.
Develop and maintain technical documentation, user documentation, system specifications, and operating procedures.
Support software conversions, system migrations, and application modernization activities.
Develop and produce management and operational reports.
Support applications operating across mainframe, mid-range, PC, database, and modern web environments.
Participate in Agile/Scrum ceremonies, requirements refinement, sprint planning, testing, and sprint delivery.
Troubleshoot application, database, mainframe, API, integration, and system-related issues.
Collaborate with business users, developers, programmers, analysts, architects, and other technical stakeholders throughout the software development lifecycle.
For applicable assignments, design, develop, and test applications using Microsoft .NET and modern front-end technologies.
Candidates must provide two (2) professional references as part of the application/submission process.
