This position is with E Street Technologies, LLC (ESTech)- USRA’s wholly owned small business subsidiary. The ONR Senior Workforce Program Coordinator supports execution of the Office of Naval Research (ONR) Internships, Outreach, and Website Support task order by coordinating high-volume program operations, stakeholder communications, schedule and deliverable tracking, data gathering, reporting, and follow-up across Naval STEM internship, outreach, and coordination activities. The role supports full life-cycle administration for programs such as the Science and Engineering Apprenticeship Program (SEAP), Naval Research Enterprise Internship Program (NREIP), Naval Horizons, short-term internship activities, Naval STEM outreach events, and related website/content coordination. The incumbent works closely with the ONR Program Manager, government stakeholders, DON laboratories, students, mentors, and ESTech functional teams to help ensure accurate, timely, compliant, and mission-aligned program execution.
Essential Duties/Responsibilities:
- Coordinate day-to-day program operations for ONR internship, outreach, and website support activities, including planning, tracking, communications, documentation, and issue follow-up.
- Support administration of SEAP, NREIP, Naval Horizons, short-term internships, and related Naval STEM opportunities, including application, placement, stipend, mentor, and stakeholder coordination activities as assigned.
- Maintain schedules, action-item trackers, rosters, status dashboards, reports, and program records that support timely execution of contract requirements, deliverables, and task order milestones.
- Coordinate with DON laboratories, Naval STEM stakeholder organizations, students, families, mentors, and internal ESTech staff to support clear communication of program requirements, events, deadlines, and opportunities.
- Support full life-cycle program and financial management activities, including collecting inputs for budget tracking, grant or stipend funding status, financial reports, procurement actions, and contract/task order documentation.
- Assist with Naval STEM outreach logistics, including STEM conferences, career fairs, student competitions, family-oriented STEM events, outreach materials, event planning, and coordination with Naval sites across the DON.
- Support the Naval STEM website by coordinating content inputs, updates, opportunity information, stakeholder materials, and timely review of program information for accuracy and completeness.
- Prepare, review, and maintain program reports, meeting materials, briefings, correspondence, spreadsheets, SharePoint/Teams content, and other documents needed for efficient program execution.
- Mentor or provide work direction to junior coordination staff, as assigned, to promote consistent processes, quality control, and timely completion of administrative and program support tasks.
- Identify operational risks, data gaps, schedule issues, stakeholder concerns, or process inefficiencies and elevate proposed solutions to the Program Manager.
- Support compliance with contract requirements, security expectations, records management practices, privacy considerations, and ESTech policies and procedures.
- Perform other related duties as assigned to support ONR, DON STEM, and ESTech program objectives.
Required Qualifications:
Education: Bachelor’s degree in a related field.
Experience: At least five years of experience in project coordination or project management, including recent experience with full life-cycle project management, resource allocation, advanced reporting, mentoring junior staff, and proactive problem-solving. Experience with Government, DoD, or DON internship programs is desired.
Licenses, Certifications: Project Management Professional (PMP) certification or training is desired.
Knowledge, Skills & Abilities:
- Ability to coordinate high-volume administrative and program support activities with accuracy, urgency, and attention to detail.
- Experience supporting complex programs involving students, mentors, universities, government laboratories, outreach events, and multiple stakeholders.
- Strong written and verbal communication skills, including ability to prepare clear reports, correspondence, meeting materials, and status updates.
- Proficiency with Microsoft Office 365, including Word, PowerPoint, Outlook, SharePoint Online, Teams, and Excel.
- Ability to collect, organize, analyze, and present programmatic and operational data to support management decisions and customer reporting.
- Working knowledge of project schedules, action tracking, risk identification, issue resolution, and process improvement.
- Ability to work effectively with geographically distributed teams, government stakeholders, students, families, mentors, subcontractors, and internal functional departments.
- Ability to hold a current SECRET clearance or obtain a SECRET clearance prior to award, as required by the PWS.
