About the Role:

We are looking for an experienced HR Operations Specialist to own and scale our people operations infrastructure in Ukraine.

This role sits at the centre of HR, Legal, Payroll, and Compliance, ensuring our Ukraine workforce remains fully compliant, operationally efficient, and well supported in a fast-changing regulatory environment.

You will play a critical role in managing Diia City compliance, employment lifecycle operations, contractor management, and wartime employment obligations, while helping build scalable HR processes that support the continued growth of the business.

This is a highly cross-functional role requiring strong attention to detail, sound judgement, and the ability to operate confidently in a complex and evolving environment.

What you'll be working on:
  • Serve as the company's primary operational expert on Diia City employment requirements, ensuring ongoing compliance and proactively tracking legislative changes.
  • Manage the full employee onboarding lifecycle for Ukraine-based employees, including employment agreements, residency verification, registration, and supporting documentation.
  • Own the end-to-end contractor-to-employee conversion process — from contract termination and agreement execution to onboarding and internal approvals — ensuring compliant and seamless transitions.
  • Manage military registration processes and documentation for eligible employees, and support compliance with current mobilisation and wartime employment obligations.
  • Maintain accurate employee records, personnel files, and HR systems data, and manage employment lifecycle changes including promotions, transfers, leave, terminations, and related documentation.
  • Oversee contractor agreements, onboarding records, renewals, and compliance tracking, coordinating payment setup with Accounting.
  • Partner with the Ukraine Chief Accountant, General Counsel, Legal, Payroll, and Finance on payroll inputs, statutory reporting, employment law matters, and risk mitigation.
  • Build, document, and continuously improve scalable HR operations processes for Ukraine, and support audits, due diligence, and other compliance-related initiatives.


What we expect from you:
  • Experience in HR Operations, People Operations, HR Administration, or Employment Compliance within Ukraine.
  • Strong understanding of Ukrainian labour law and Diia City employment frameworks.
  • Experience managing employment documentation, contractor arrangements, and HR compliance processes.
  • Comfortable operating in a fast-paced, evolving environment with changing regulatory requirements.
  • Strong organisational skills and exceptional attention to detail.
  • Ability to work cross-functionally with HR, Legal, Payroll, and Finance stakeholders.
  • Confident handling sensitive and confidential employee information.
  • Proficient in English, both written and spoken.
  • Experience supporting global or international organisations will be a plus.
