Senior Foreign Military Sales (FMS) Case Manager – EW / Aviation

 

Position Summary

ASRC Federal Agile Decision Sciences LLC is seeking a Senior Foreign Military Sales (FMS) Case Manager to manage the cost, schedule, and execution of Foreign Military Sales cases delivering Electronic Warfare (EW) and Aircraft Survivability Equipment (ASE) reprogramming capability to partner nations. This is the senior customer-facing role that keeps a portfolio of FMS cases on cost, on schedule, and fully executable — the single point of accountability who turns a signed Letter of Offer and Acceptance (LOA) into delivered capability for the international partner.

Working across the U.S. Government security cooperation enterprise and directly with international program offices, the Senior Case Manager owns the full lifecycle of assigned case lines: financial management and obligation/expenditure tracking, milestone and deliverable coordination, documentation and compliance, and the partner-nation relationship itself. The role demands equal fluency in the mechanics of FMS case execution and in the EW/ASE reprogramming mission it enables — ensuring partner aircraft survivability and mission-data capability is fielded correctly, on time, and within the financial and policy guardrails of the security cooperation system.

As a senior individual contributor, the Case Manager operates with significant independence on complex, high-visibility cases, anticipates execution risk before it affects cost or schedule, and represents the program credibly to U.S. and international stakeholders alike.

Key Responsibilities

  • Manage FMS case cost, schedule, and execution for assigned case lines — tracking funding, obligations, and expenditures; monitoring delivery against established milestones; and proactively identifying and resolving execution risks before they affect the partner nation.
  • Serve as the primary point of contact for assigned FMS case activities, status reviews, and recurring program reviews — preparing and delivering clear status briefings to U.S. Government leadership and international partners.
  • Coordinate case documentation, milestones, and deliverables across the case lifecycle — supporting LOA development and amendments/modifications, requisitions, financial reconciliation, and case closure in accordance with security cooperation policy and procedures.
  • Interface with the security cooperation enterprise — including the Defense Security Cooperation Agency (DSCA), Security Assistance Training Management Organization (SATMO), in-country Security Cooperation Organizations (SCOs), and international program offices — to align expectations, resolve issues, and keep cases moving.
  • Translate the EW/ASE reprogramming mission into executable case activity — coordinating the delivery of survivability and mission-data reprogramming capability so that partner-nation requirements are met accurately and on schedule.
  • Maintain accurate, audit-ready case records and ensure compliance with applicable security cooperation policy, financial management requirements, and reporting obligations.
  • Anticipate and communicate risk — surfacing cost, schedule, supply, or policy issues early, recommending mitigations, and keeping U.S. and partner stakeholders informed throughout.

  • Partner nations receive the EW/ASE reprogramming capability they purchased — correctly scoped, on schedule, and within budget.
  • FMS cases stay financially healthy and audit-ready, with obligations and expenditures tracked and reconciled throughout the lifecycle.
  • U.S. Government and international stakeholders have a single, reliable point of contact and a clear, current picture of case status.
  • Execution risks are identified and mitigated before they become cost or schedule problems for the partner.
  • Documentation, milestones, and deliverables move cleanly through development, execution, and closure in compliance with security cooperation policy.

Required Qualifications

  • Bachelor's degree, plus 8–10 years of Foreign Military Sales (FMS) or security cooperation case management experience (an equivalent combination of education and directly relevant experience may be considered).
  • Demonstrated experience managing FMS case cost, schedule, and execution across the case lifecycle, including financial tracking of funding, obligations, and expenditures.
  • Experience serving as a customer-facing point of contact for case activities and reviews, including preparing and delivering status briefings to U.S. and international stakeholders.
  • Working knowledge of the security cooperation enterprise and FMS processes — Letters of Offer and Acceptance (LOAs), case documentation, milestones, and deliverables.
  • Strong written and verbal communication skills, with the ability to coordinate across U.S. Government organizations and international program offices.
  • Ability to work independently on complex, high-visibility cases and manage multiple competing priorities and deadlines.
  • Active DoD Secret clearance. Must be a U.S. Citizen.

Preferred Qualifications

  • U.S. Army Functional Area 48 (Foreign Area Officer / FAO) background.
  • Direct experience working with DSCA, SATMO, and/or in-country SCOs and international program offices.
  • Project Management Professional (PMP) certification.
  • Domain experience with Electronic Warfare (EW), Aircraft Survivability Equipment (ASE), aviation mission systems, or reprogramming efforts.
  • Familiarity with security cooperation systems and policy (e.g., the Defense Security Assistance Management System (DSAMS) and the Security Assistance Management Manual (SAMM)).
  • Experience supporting Army programs at Aberdeen Proving Ground or within the CECOM enterprise.

Security Clearance & Eligibility

An active U.S. Department of Defense Secret clearance is required for this position. U.S. citizenship is required for access to U.S. Government systems and facilities and for the handling of FMS case information. Final clearance and eligibility requirements will be confirmed against the governing task order and verified during the hiring process.
