POSITION SUMMARY
BCG Federal is seeking an experienced Senior Atlassian Platform and Requirements Traceability Engineer to support SDLCNext within the Program Executive Office Defense Healthcare Management Systems (PEO DHMS). SDLCNext is an enterprise Atlassian Data Center environment supporting software delivery, requirements management, testing, IT service management, reporting, and collaboration across the Defense Health Agency (DHA) and PEO DHMS portfolio.
This role combines hands-on Jira, Confluence, and Jira Service Management administration with coding, automation, data integration, requirements traceability, technical troubleshooting, and customer support. The individual will resolve difficult platform and Requirements Traceability Matrix (RTM) issues, improve manual processes, maintain reliable requirements and test data, and deliver technical solutions for Government and contractor teams.
The ideal candidate has deep Atlassian experience and can move comfortably between platform configuration, Python development, data analysis, incident resolution, customer discussions, and technical delivery. Direct experience with SDLCNext, PEO DHMS, DHA, federal health technology, or another large Government Atlassian environment is strongly preferred.
CORE RESPONSIBILITIES
Atlassian Platform Engineering and Solution Design
- Administer and support enterprise Jira Software Data Center, Confluence Data Center, and Jira Service Management environments used for software delivery, requirements, testing, service management, reporting, and collaboration.
- Design and maintain Jira projects, workflows, issue types, screens, fields, permissions, notifications, issue security schemes, issue link relationships, dashboards, filters, and reusable project templates.
- Maintain Confluence spaces, templates, permissions, page structures, macros, and connections between program documentation and Jira work items.
- Evaluate requests for new projects, workflows, reports, integrations, fields, and platform capabilities and determine the most supportable technical approach.
- Translate customer needs into configuration designs, technical tasks, solution options, risks, schedules, and acceptance criteria.
- Apply enterprise standards and reusable configurations while limiting unnecessary customizations that create technical debt or increase long-term support requirements.
- Review proposed changes for effects on workflows, data integrity, permissions, reporting, automation, integrations, and existing projects.
- Test changes before production release and document approvals, results, implementation steps, validation requirements, and rollback plans.
Requirements Traceability, Coding, Automation, and Data Integration
- Support and maintain RTM capabilities that connect requirements to features, stories, development work, test cases, test executions, results, defects, releases, and supporting evidence.
- Diagnose and correct RTM failures involving Jira and Zephyr relationships, field mappings, workflow logic, permissions, application programming interface (API) responses, synchronization jobs, database mappings, and reporting code.
- Maintain the issue types, link types, fields, identifiers, and data relationships required for reliable end-to-end traceability.
- Develop and maintain Python code, SQL queries, Jira Query Language (JQL) queries, scripts, automation rules, and technical utilities that support platform administration, traceability, reporting, and data quality.
- Use Jira and Zephyr APIs, webhooks, Groovy, ScriptRunner, Jira automation, or comparable technologies to automate recurring work and resolve technical issues.
- Support processes that extract, transform, synchronize, reconcile, and report Jira, Zephyr, and related software development lifecycle data.
- Develop reconciliation queries, reports, dashboards, and automated checks that identify unlinked requirements, missing test coverage, unresolved defects, stale records, failed synchronization, and other data quality problems.
- Troubleshoot API calls, authentication, pagination, field mappings, issue links, scripts, scheduled jobs, database queries, containers, logs, and reporting logic.
- Validate repaired data against source records and ensure technical changes do not damage historical information, test results, issue relationships, or audit evidence.
- Identify manual administrative, ITSM, reporting, and data management work that can be replaced with reliable and supportable automation.
ITSM Operations, Incident Resolution, and Production Change
- Provide senior-level support for Jira, Confluence, Jira Service Management, Zephyr, integrations, automation, and reporting, including complex incidents, service requests, configuration errors, access problems, workflow failures, and production defects.
- Serve as the technical escalation point for tickets that cannot be resolved through standard administrative procedures.
- Assess incidents and requests based on urgency, user impact, technical complexity, dependencies, and required ownership.
- Investigate recurring issues, perform root cause analysis, document findings, and implement technical or process changes that prevent repeat failures.
- Coordinate resolution with platform administrators, developers, database personnel, infrastructure teams, cybersecurity teams, software vendors, and third-party support providers.
- Plan and support maintenance, patches, upgrades, plug-in changes, scripts, automation updates, data corrections, integrations, and application deployments.
- Prepare change and release plans that address scope, affected users, risks, dependencies, testing, approvals, communications, implementation, validation, monitoring, and rollback.
- Review support volume, response and resolution times, recurring problems, aging tickets, and backlog trends and recommend practical improvements.
- Maintain clear ticket notes, technical findings, testing evidence, resolution steps, and customer communications.
Customer Solutions, Integrations, and Technical Delivery
- Work directly with Government and contractor users to understand software delivery processes, service management needs, requirements workflows, testing practices, reporting needs, and technical problems.
- Conduct technical assessments for new projects, platform changes, integrations, automation, reporting requests, RTM improvements, and process changes.
- Determine whether a requirement should be addressed through standard configuration, scripting, custom development, integration, data correction, process change, plug-in capability, or vendor support.
- Lead technical work from discovery through solution design, configuration or development, testing, deployment, documentation, training, and transition into ongoing support.
- Support integrations among Jira, Confluence, Jira Service Management, Zephyr, reporting applications, identity and access services, and other approved Government systems.
- Evaluate integration data flows, authentication, field mappings, error handling, monitoring, security, and ongoing support responsibilities.
- Coordinate work among customer representatives, project administrators, developers, testers, cybersecurity personnel, infrastructure teams, and software vendors.
- Manage assigned tasks, decisions, risks, dependencies, schedules, and follow-up actions and provide clear status updates to Government and BCG leadership.
- Support the consolidation, migration, or transition of project management, requirements, testing, service management, and collaboration capabilities into SDLCNext when directed.
- Maintain platform operations, RTM reporting, customer support, and documentation during staffing, contract, platform, or organizational changes.
Documentation, Training, and Team Continuity
- Create and maintain standard operating procedures, administrator guides, code and configuration documentation, data dictionaries, RTM logic, integration details, troubleshooting guidance, recovery procedures, release notes, and training materials so other technical staff can maintain and support the environment.
- Conduct user and administrator training on Jira, Confluence, Jira Service Management, Zephyr, traceability, dashboards, reports, and approved operating procedures.
- Prepare technical briefings, recommendations, metrics, status reports, and decision materials for Government and contractor leadership.
- Review team configurations, scripts, and documentation for accuracy, completeness, maintainability, and consistency with current operations.
- Cross-train team members on platform administration, RTM support, scripting, automation, data integration, troubleshooting, and specialized configurations.
JOB REQUIREMENTS
- Bachelor’s degree in computer science, software engineering, information technology, information systems, data engineering, business analysis, or a related field. Equivalent directly relevant experience may be considered.
- Seven or more years of experience supporting enterprise Atlassian platforms, software development lifecycle tools, requirements and testing systems, IT service management, or related technical environments.
- Advanced hands-on experience administering Jira Software Data Center, Confluence Data Center, and Jira Service Management in a large enterprise environment.
- Demonstrated experience designing and maintaining Jira workflows, issue types, screens, custom fields, permissions, notifications, issue links, security schemes, dashboards, filters, and project templates.
- Strong hands-on Python development and REST API integration experience.
- Experience with SQL and relational databases, preferably PostgreSQL.
- Experience using JQL, Jira automation, Groovy, ScriptRunner, webhooks, or comparable technologies to build technical solutions and automate platform work.
- Experience supporting Requirements Traceability Matrices, requirements-to-test traceability, linked work items, test coverage, test results, defects, releases, and audit evidence.
- Experience integrating, extracting, or reconciling Jira and Zephyr data or data from a comparable enterprise test management platform.
- Ability to troubleshoot workflows, scripts, APIs, issue relationships, synchronization jobs, database mappings, integrations, and reporting outputs.
- Experience with Jira Service Management portals, request types, queues, workflows, automation, service-level agreements, knowledge content, and support operations.
- Working knowledge of incident, problem, change, configuration, release, and service request management.
- Experience testing and deploying platform configurations, scripts, plug-ins, integrations, upgrades, and production changes.
- Ability to gather customer requirements and translate them into configurations, code, automation, integrations, reports, or technical delivery plans.
- Strong technical writing, documentation, customer communication, training, organization, and problem-solving skills.
- Ability to independently investigate difficult technical problems, identify root causes, develop practical solutions, and drive work through completion.
- Ability to balance coding, platform administration, production support, customer requests, planned improvements, and urgent issues.
- Familiarity with Linux, containers, AWS-hosted applications, source control, identity and access management, application security, and DevSecOps practices is preferred.
- A current Atlassian Certified Professional credential in Jira, Jira Service Management, or Confluence administration is strongly preferred. Equivalent advanced Jira Data Center administration experience will be considered.
- ITIL 4 Foundation, Project Management Professional, SAFe, Scrum, software development, database, or cloud certifications are preferred.
- Direct experience supporting SDLCNext, Architecture and Service Excellence, PEO DHMS, DHA, MHS GENESIS, JOMIS, EIDS, federal health technology, or another large DoD program is strongly preferred.
- Experience working within a federal prime and subcontractor environment and coordinating with Government customers, cybersecurity teams, infrastructure providers, and software vendors is preferred.
- U.S. citizenship and the ability to obtain and maintain required Government suitability, Common Access Card, and system access are required.
