About CEG
At CEG, we help clients manage complex workforce compliance challenges across Europe. Our team ensures that subcontractors and workers meet all legal, tax, and labour requirements before gaining access to high-profile construction projects. Using various digital compliance systems, we provide accurate, efficient, and reliable compliance assessments.
About the Role
We are looking for an experienced, detail-focused Senior Assessor to provide technical leadership within our workforce compliance team. You will perform complex and high-risk company and worker assessments for projects in the Netherlands, allocate work and tasks, and act as an escalation point for Assessors. You will also coach and advise Assessors on complex cases, help maintain consistent decision-making, and use WorkpassID (formerly Bouwpas), our current workforce compliance system. Experience in global mobility, immigration casework, document or identity verification, operational or regulatory compliance, KYC/AML, legal operations or payroll may provide a strong foundation.
The position is fully dedicated to projects in the Netherlands. You should bring relevant professional experience and sound technical judgement, while structured training will help you deepen your knowledge of Dutch workforce compliance and CEG’s assessment frameworks.
This is a one-year fixed-term, 40-hour contract, with the possibility of extension and a potential transition to a permanent role as client demand grows. You will report to the Workforce Compliance Program Director. This is a senior technical role with responsibility for complex casework, work allocation and team capability; it does not include formal line management or performance-management responsibility.
Key Responsibilities
- Complex company assessments:
Perform complex, high-risk and non-standard assessments of company registrations and supporting documentation for projects in the Netherlands, covering chain liability, business risk, permanent establishment risk, tax compliance, the Wet toelating terbeschikkingstelling van arbeidskrachten (WTTA), and risks associated with short- and long-term cross-border deployments.
- Complex worker assessments:
Perform complex, high-risk and non-standard assessments of worker registrations and supporting documentation, including identity documents, right-to-work evidence, residence and work permits, social security coverage and A1 certificates, as well as relevant payroll and tax records for cross-border deployments.
- Apply the relevant legal, tax and regulatory checks accurately and make well-supported decisions within delegated authority.
- Allocate work and tasks among Assessors and support workload coordination and prioritisation during busy periods.
- Act as an escalation point for complex or unclear cases, coaching and advising Assessors without formal line-management or performance-management responsibility.
- Interpret relevant regulatory developments and help translate them into practical assessment guidance, procedures, checklists and decision frameworks.
- Identify recurring operational risks, errors and process gaps and recommend practical improvements, while leaving formal quality assurance and audit monitoring to the auditor.
- Liaise with contractors and internal specialists on sensitive or complex cases.
- Answer phone calls and respond clearly and professionally to queries from workers and company points of contact, providing support throughout the registration and assessment process.
- Record evidence and decisions clearly, consistently and objectively, and periodically review records to confirm that they remain accurate and complete.
- Retain or archive assessments in line with established data-retention procedures and handle identity, immigration, payroll, tax and company information securely in accordance with privacy, GDPR and internal data-handling requirements.
- Escalate cases presenting significant legal, tax, regulatory or reputational risk to the appropriate internal specialist or the Workforce Compliance Program Director.
Requirements
- Attention to detail: You can identify discrepancies, patterns and missing information in complex documents, data and case records. This is essential for the role.
- Technical judgement: You can analyse complex evidence, interpret legal, tax and regulatory requirements, and make defensible, risk-based decisions.
- Relevant experience: You have substantial experience in workforce compliance, global mobility, immigration, employment tax, payroll compliance, KYC/AML or a comparable regulatory environment.
- Cross-border knowledge: You have a working understanding of corporate tax principles, permanent establishment risk, EU posted-worker rules, social security coordination and the implications of cross-border workforce deployment.
- Operational leadership: You can allocate work, coordinate priorities and support effective delivery during busy periods.
- Coaching and advisory skills: You have experience sharing technical knowledge, advising colleagues and providing constructive guidance on complex cases without formal people-management responsibility.
- Stakeholder management: You can handle sensitive or complex enquiries and explain decisions clearly to contractors, workers, company representatives and internal specialists.
- Process improvement: You can identify operational control weaknesses and contribute to practical procedures, checklists and assessment frameworks.
- Digital agility: You are confident learning new digital tools, moving efficiently between systems and adapting to changing online workflows. Experience with WorkpassID (formerly Bouwpas) is an advantage, but system training will be provided.
- Communication skills: Clear, professional written and spoken communication is essential. You must be confident answering the phone, explaining requirements and supporting stakeholders with their queries. Fluent Dutch and English are required; proficiency in another European language is an advantage.
- Independent, reliable and discreet: You can work securely and efficiently from home, maintain confidentiality and follow privacy, GDPR, secure-handling and record-retention procedures.
- Required ELA certification: Before starting the position, candidates must pass the European Labour Authority courses on posting of workers, social security coordination, and posting by temporary work agencies, and provide the corresponding certificates. Register and access the courses through the ELA E-learning Platform.
