Purpose

The Salesforce Experience Cloud Lead is responsible for the design, build and ongoing evolution of the MUNIvers citizen portal capability.

The role will lead the transition of the existing Experience Cloud proof of concept into a secure, scalable and production-ready solution that enables citizens to digitally interact with their municipality, including accessing property tax, utility billing and related services.

This is a hands-on technical role requiring strong Salesforce Experience Cloud expertise and the ability to lead solution design while personally configuring and developing significant parts of the solution.

As MUNIvers expands in the Canadian municipal market, Salesforce Experience Cloud will provide the digital channel through which citizens access municipal services. Initial use cases are expected to include viewing property and account information, making tax and utility payments, maintaining account details and requesting documents or services.

The successful candidate will work closely with Product Managers, Salesforce Administrators and Developers, while taking primary technical ownership of the citizen portal.

Responsibilities

Experience Cloud Design & Delivery

• Lead the design, configuration and delivery of the MUNIvers citizen portal using Salesforce Experience Cloud.
• Take the existing proof of concept through to a secure, supportable production release.
• Translate product, customer and citizen requirements into effective portal solutions and user journeys.
• Configure Experience Cloud pages, navigation, components, branding and functionality.
• Develop Salesforce Flow, Lightning Web Components and Apex where standard functionality does not meet requirements.
• Establish reusable architecture, components and implementation patterns that can be adopted across multiple municipalities.
• Lead the end-to-end technical delivery lifecycle including design, build, testing, deployment and post-production improvement.

Security, Identity & Access

• Design and implement the authentication and access model for citizen users.
• Define appropriate use of authenticated and guest-user access.
• Design secure mechanisms for associating citizens with the Salesforce records they are entitled to access.
• Configure and manage Experience Cloud users, permission sets, sharing, record access and other Salesforce security controls.
• Ensure citizens can access only their authorised property, tax, utility and related information.
• Apply security and privacy-by-design principles to citizen-facing functionality.

Solution & User Experience

• Design intuitive, responsive and accessible digital experiences for citizens.
• Work with Product Managers to define and refine portal requirements and priorities.
• Translate complex municipal processes into simple citizen self-service experiences.
• Identify technical constraints, risks and dependencies and recommend appropriate solutions.
• Make pragmatic decisions regarding use of standard Salesforce capability versus custom development.

Product & Technical Leadership

• Develop strong knowledge of MUNIvers Property Tax, Utility Billing and related citizen-service functionality.
• Provide Experience Cloud technical leadership to Product Owners and Developers contributing to the solution.
• Establish technical standards and development practices for the portal.
• Maintain appropriate solution and architecture documentation.
• Continuously improve the scalability, maintainability, security and usability of the citizen portal.
• Contribute to the ongoing MUNIvers product roadmap and expansion of citizen self-service capabilities.

• Comply with relevant Agilyx environmental and compliance requirements.

Qualifications and Experience

• Strong hands-on experience designing and delivering Salesforce Experience Cloud
• Demonstrated experience taking an Experience Cloud or comparable Salesforce external-user solution into production.
• Strong Salesforce platform knowledge including objects, data modelling, Flow, automation and security.
• Strong understanding of Salesforce external-user security including profiles, permission sets, sharing, record access and guest-user security.
• Experience designing authentication, registration and access models for external users.
• Hands-on capability with Lightning Web Components, Apex, SOQL, JavaScript, HTML and CSS.
• Experience designing responsive and accessible customer or citizen-facing portals.
• Strong understanding of Salesforce development, testing, deployment and release-management practices.
• Demonstrated ability to translate business and user requirements into practical technical solutions.
• Ability to work independently and take technical ownership while collaborating effectively with Product, Administrators and Developers.

Highly Desirable

• Experience within local government, public sector or municipal environments.
• Experience with property tax, utility billing, payments or citizen self-service solutions.
• Experience with Canadian public-sector privacy, security and accessibility requirements.
• Experience designing reusable Salesforce solutions for deployment across multiple customers.
• Salesforce Experience Cloud Consultant, Platform Developer or Sharing & Visibility certifications.

Location

This is a remote-first role. 

The successful candidate will be required to work up to 50% crossover with Sydney, Australia business hours to align with the MUNIvers product and delivery team. Please take this into consideration when applying.
