Scope of Work:

The Quality & Safety Manager is responsible for leading quality assurance, construction safety, and regulatory compliance for a multi-site Emergency Communication System (ECS) and Mass Notification System (MNS) modernization program. This position ensures all installation, testing, commissioning, and construction activities are performed in accordance with OSHA regulations, NFPA standards, contract requirements, CDC safety protocols, and the Contractor's Quality Control and Safety Plans while serving as the primary quality and safety liaison with Government stakeholders.

Responsibilities:

  • Lead the implementation and oversight of the project's Quality Control (QC) and Safety programs across multiple project sites.
  • Ensure compliance with OSHA Construction and General Industry Standards, NFPA requirements, and applicable federal, state, and local regulations.
  • Develop, implement, and maintain project-specific Quality Control and Site Safety Plans.
  • Conduct quality inspections, safety audits, hazard assessments, and field observations throughout all phases of construction and system installation.
  • Oversee contractor compliance with fall protection, aerial lift, scaffold, ladder, forklift, and other elevated work requirements, including training, certifications, and inspections.
  • Coordinate fire watch requirements, impairment management, and life safety procedures during fire alarm and sprinkler system outages.
  • Ensure compliance with CDC laboratory safety requirements, hazardous area work restrictions, and Government health and safety protocols.
  • Coordinate onboarding requirements, safety training, medical surveillance, immunization compliance, and required documentation for personnel working in Government-designated hazardous areas.
  • Review Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), permits, and risk mitigation plans for construction activities.
  • Coordinate with project management, installation teams, subcontractors, Government safety personnel, and Quality Assurance Representatives to resolve quality and safety issues.
  • Monitor corrective actions, non-conformance reports (NCRs), deficiencies, and lessons learned to drive continuous improvement.
  • Performs other duties as assigned.

Minimum Requirements:

  • 5+ years of experience managing quality assurance, construction safety, or EHS programs supporting federal construction, infrastructure, or mission-critical facility projects.
  • Experience implementing OSHA Construction Standards (29 CFR 1926) and OSHA General Industry Standards (29 CFR 1910).
  • Experience supporting quality control and safety programs for electrical, life safety, fire alarm, communications, or building systems installations.
  • Experience conducting safety audits, quality inspections, incident investigations, and corrective action management.
  • Experience developing and implementing Site Safety Plans, Quality Control Plans, Job Hazard Analyses (JHAs), and Activity Hazard Analyses (AHAs).
  • Working knowledge of NFPA standards, fire alarm impairments, fire watch requirements, and construction safety best practices.
  • Experience coordinating subcontractor compliance and supporting Government quality and safety inspections.
  • Must be able to obtain and maintain required Government security or facility access credentials.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with work order systems such as Maximo preferred. 
  • Must be able to maintain the ability to access the government worksite.
  • Must possess and maintain a valid state driver’s license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.

Preferred Qualifications:

  • OSHA 30-Hour Construction certification.
  • Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), Certified Industrial Hygienist (CIH), or equivalent certification.
  • Experience supporting CDC, NIH, DoD, VA, laboratory, healthcare, or other high-containment facilities.

Physical Demands / Work Environment:

  • Primarily office-based with periodic travel to customer and project sites.
  • Must be able to conduct field visits, navigate active work environments, and work extended hours as required to support mission needs.
  • Must be able to work on-call, alternate, and extended shift schedules when necessary to meet the mission requirements, including weekends and holidays.
