We're looking for a highly organized, client-focused Project Manager to lead government and public-sector engagements from kickoff through delivery. You'll serve as a primary point of contact for clients while coordinating cross-functional teams across Instructional Design, Creative, Development, Quality Assurance, and Learning Strategy to ensure projects are delivered on time, within budget, and to a high standard of quality.

This is an individual contributor role and does not include direct people management responsibilities.


About the Role

As a Project Manager, you'll oversee the successful delivery of government, public-sector, education, and military-related projects and programs. You'll manage project plans, schedules, budgets, risks, deliverables, and stakeholder communications while ensuring work progresses efficiently from kickoff through completion.

The ideal candidate has experience managing projects within U.S. federal, state, local government, education, defense, or military environments and understands the structure, documentation, reporting, compliance, and stakeholder management required in these settings.

Experience with learning and development, instructional design, training, or eLearning projects is valuable, but direct L&D experience is not required. Candidates with strong government, public-sector, defense, or military project management backgrounds who can effectively work with learning and training teams are encouraged to apply.


Key Responsibilities

Government & Public Sector Program Management

  • Lead government and public-sector engagements from kickoff through closeout or ongoing delivery.

  • Manage projects involving federal, state, local government, education, defense, and military stakeholders.

  • Develop and maintain integrated project schedules, Gantt charts, milestones, dependencies, and critical paths.

  • Track contractual requirements, deliverables, funding, schedules, and project milestones.

  • Prepare monthly status reports, executive briefings, and other required contract deliverables.

  • Lead customer status meetings, program reviews, and technical discussions with government stakeholders.

  • Support contract modifications, scope changes, and change management activities.

  • Maintain project documentation that meets contractual, audit, and compliance requirements.

  • Conduct onsite visits to government and military installations as required.

Engagement & Project Delivery

  • Lead projects from kickoff through delivery and closeout.

  • Develop and maintain project plans, schedules, budgets, and documentation within Planview or similar project management platforms.

  • Monitor project progress and adjust schedules and resources as needed.

  • Manage scope, timelines, dependencies, and project priorities.

  • Identify and remove project roadblocks.

  • Escalate risks, issues, and resource concerns when appropriate.

Client & Stakeholder Management

  • Serve as a primary day-to-day contact for assigned clients and stakeholders.

  • Lead kickoff meetings, status calls, milestone reviews, and project communications.

  • Build strong relationships with government, military, education, and other public-sector stakeholders.

  • Communicate project status, risks, decisions, and next steps clearly.

  • Manage client expectations throughout the project lifecycle.

Cross-Functional Leadership

  • Coordinate teams across Instructional Design, Creative, Development, Quality Assurance, Learning Strategy, and other functional areas.

  • Ensure work moves efficiently across teams and project milestones.

  • Coordinate resources and dependencies across multiple workstreams.

  • Facilitate collaboration between technical, operational, creative, and client teams.

Financial & Resource Management

  • Monitor project budgets, forecasts, funding, and resource utilization.

  • Track project spending against approved budgets and contract requirements.

  • Identify financial and resource risks and recommend corrective actions.

  • Help ensure projects are delivered within approved scope, schedule, and budget.

Risk & Quality Management

  • Identify, document, and manage project risks and issues.

  • Develop mitigation and contingency strategies.

  • Track issue resolution and communicate risks to appropriate stakeholders.

  • Ensure required project reviews, approvals, quality checks, and deliverables are completed before client delivery.

Process Improvement

  • Maintain accurate project documentation and reporting.

  • Lead project retrospectives and wrap-up activities.

  • Identify opportunities to improve project delivery processes.

  • Support consistent application of ELB Learning's project and production management standards.


Required Qualifications

  • Bachelor's degree in Business, Project Management, Education, Public Administration, or a related field, or equivalent professional experience.

  • 3+ years of project or program management experience supporting U.S. government, public-sector, defense, military, or education organizations.

  • Experience managing projects with multiple stakeholders, workstreams, milestones, and dependencies.

  • Experience developing and maintaining project schedules, Gantt charts, milestones, and project documentation.

  • Experience preparing project status reports, executive updates, or similar client/government deliverables.

  • Strong understanding of project planning, risk management, scope management, and stakeholder communication.

  • Strong organizational, analytical, and problem-solving skills.

  • Excellent written and verbal communication skills.

  • Ability to manage multiple priorities in a fast-paced environment.

  • Ability to work effectively with cross-functional and geographically distributed teams.

  • Proficiency with project management and collaboration tools.

Learning & Development Experience

  • Experience in learning and development, instructional design, training, eLearning, or learning technology is preferred but not required.

  • Candidates from government, defense, military, public-sector, or other project-intensive environments are encouraged to apply if they demonstrate strong project management and stakeholder management capabilities.


Public Sector & Government Qualifications

  • 3+ years managing projects under U.S. Government contracts as a prime contractor, subcontractor, government employee, or supporting organization.

  • Experience working with federal, state, local government, defense, military, or education customers.

  • Experience producing recurring government deliverables, including monthly status reports, integrated schedules, executive briefings, and project documentation.

  • Experience tracking contract requirements, funding, budgets, deliverables, and milestones.

  • Proficiency using Microsoft Project, Smartsheet, Planview, or similar scheduling/project management tools.

  • Experience working with government stakeholders and navigating contractual or compliance requirements.

  • U.S. Citizenship with the ability to successfully pass a federal background investigation.

  • Ability to travel approximately 25%, including customer sites and government or military installations.


Preferred Qualifications

  • Located in Texas, New Mexico, or Oklahoma. Strong candidates located elsewhere within the continental United States will also be considered.

  • Active or recently active Secret Security Clearance or higher.

  • Military service or prior experience as a U.S. Government civilian.

  • Experience supporting federal learning, training, workforce development, or performance improvement programs.

  • Experience managing projects within defense, aerospace, military, or government contracting environments.

  • CAPM® or PMP® certification.

  • Familiarity with Learning Management Systems (LMS), eLearning, or digital learning environments.
