About the Role
Agilious is seeking a skilled Project Manager to join our Agile software product development practice supporting a Federal Government Digital Services program. Our cross-functional teams work closely with customers and end users to design, build, and deliver modern digital products and easy-to-use, enterprise-grade web applications that solve complex
problems and create meaningful impact. 



As a Project Manager, you will be at the center of a fast-paced, collaborative delivery environment. You will work across customers, stakeholders, Product Owners, and technical teams to translate business needs into actionable plans and ensure projects move from concept to delivery with clarity and momentum.



You will be trusted to make timely, informed decisions; proactively manage risks and dependencies; and keep teams focused on delivering high-quality solutions that meet customer needs. The role requires someone who can balance strategic thinking with hands-on execution and bring structure, transparency, and accountability to Agile software
delivery.




Location: 100% Remote
Clearance: Ability to obtain a Public Trust clearance required; active HSPD-12 clearance
highly desired.



Position Overview
As an Agile Project Manager / Business Analyst, you will own customer-facing delivery for IT solutions, serving as the critical bridge between customers, business stakeholders, Product Owners, and technical delivery teams. You will lead Agile software development initiatives from discovery and requirements through delivery, while ensuring projects remain aligned to customer needs, organizational priorities, schedule, scope, and budget.



The ideal candidate combines strong Agile project management, business analysis, stakeholder management, and software delivery skills. You are comfortable working with both technical and non-technical stakeholders and can translate business needs into actionable requirements while keeping teams focused on delivering meaningful outcomes.




Key Responsibilities



Agile Delivery & Product Development



  • Lead cross-functional Agile teams through the planning, development, testing, and delivery of software products and features.
  • Facilitate Agile ceremonies, including sprint planning, daily stand-ups, backlog refinement, sprint reviews, retrospectives, and release planning.
  • Partner with Product Owners, developers, UX/designers, QA professionals, and subject matter experts to ensure successful delivery.
  • Remove impediments and proactively address dependencies, risks, and issues that may impact delivery.
    Support the development and enhancement of lightweight business applications, prototypes, and proof-of-concept initiatives.
  • Ensure development activities follow Agile principles, established engineering practices, and customer expectations.
  • Identify opportunities to improve team processes, delivery practices, and overall organizational efficiency.



Business Analysis & Requirements
 



  • Elicit and analyze business needs through stakeholder interviews, workshops, observation, document analysis, and other discovery techniques.
  • Translate business objectives and user needs into clear epics, features, user stories, workflows, and acceptance criteria.
  • Collaborate with stakeholders and technical teams to define requirements that are feasible, testable, and aligned to business outcomes.
  • Serve as a liaison between business stakeholders and technical teams, translating technical constraints into business implications and business needs into actionable technical requirements.
  • Manage, organize, and continuously refine product backlogs and feature priorities in partnership with the Product Owner.
  • Review prototypes and proposed solutions to validate that they address business and user needs.
  • Develop and/or support test scenarios, test cases, and acceptance criteria.
  • Coordinate and support User Acceptance Testing (UAT) and resolution of identified issues.


Project Management



  • Own project scope, schedule, dependencies, and delivery plans while maintaining a focus on the regular and timely delivery of value.
  • Establish and maintain project plans, milestones, deliverables, and dependencies. 
  • Lead project status meetings, working sessions, and stakeholder reviews.
  • Monitor project progress, identify variances, and take corrective action when necessary.
  • Manage project risks, issues, assumptions, and dependencies and develop mitigation and contingency plans collaboratively with the team.
  • Monitor project forecasts and costs to ensure delivery remains on schedule, within scope, and within budget.
  • Establish and maintain monthly budget burn-down reporting and provide clear financial and delivery status to stakeholders.
  • Manage changes to project scope, schedule, and cost while maintaining alignment with customer and stakeholder expectations.
  • Ensure project tasks and deliverables are completed, appropriately tested, and documented.
  • Provide transparent, accurate, and timely reporting to Product Owners, stakeholders, and customer leadership.
  • Develop and maintain comprehensive project documentation, including status reports, project plans, decision logs, requirements, and training materials as appropriate.
  • Establish and continuously improve project management and delivery practices based on Agile principles and industry best practices.
     


Customer & Stakeholder Management



  • Build strong, trusted relationships with customers and stakeholders at all levels.
  • Communicate project progress, risks, issues, decisions, and tradeoffs clearly and proactively.
  • Facilitate conversations that bring business and technical stakeholders to alignment.
  • Communicate complex technical concepts in a clear and accessible manner to non-technical audiences.
  • Understand customer priorities and proactively identify opportunities to improve outcomes.
  • Maintain a calm, solutions-oriented approach when navigating complex, ambiguous, or time-sensitive situations.


Team Leadership & Development



  • Create an environment in which team members are empowered, engaged, and accountable for their commitments.
  • Help teams identify and remove roadblocks that impact productivity or delivery.
  • Leverage organizational resources to improve team capacity and effectiveness.
  • Coach and mentor team members in Agile practices, collaboration, and effective delivery.
  • Promote sustainable delivery practices while maintaining a high standard of quality.
  • Foster collaboration, transparency, accountability, and continuous improvement across the team.


Experience & Qualifications



  • 8–10 years of experience managing software development or IT projects, with at least 5 years of experience in a Federal Government environment.
  • Proven track record of successfully delivering software development projects using Agile methodologies.
  • 7+ years of experience working with Scrum/Agile methodologies, preferably within enterprise-level application development environments.
  • Demonstrated experience working across the full software development lifecycle (SDLC), from discovery and requirements through development, testing, deployment, and sustainment.
  • Strong understanding of both Agile and traditional project management principles, with the ability to tailor the approach to the project, customer, and organizational environment.
  • Demonstrated business analysis experience, including requirements elicitation, user story development, process/workflow analysis, acceptance criteria, and UAT.
  • Experience leading multidisciplinary teams that include developers, business analysts,QA professionals, UX/designers, and subject matter experts.
  • Strong understanding of business needs and the ability to translate them into actionable product and delivery requirements.
  • Proven ability to manage competing priorities, dependencies, risks, and stakeholder
    expectations.
  • Strong analytical, planning, organizational, and problem-solving skills.
  • Exceptional interpersonal skills, including facilitation, collaboration, coaching, mentoring, and team building.
  • Proven ability to influence and lead without direct authority while establishing
    credibility and trust.
  • Excellent written, verbal, and presentation skills.
  • Demonstrated ability to communicate effectively with both technical and non-technical audiences, including senior executives.
  • Accountable, proactive, and solutions-oriented approach to managing critical and time-sensitive situations.
  • Demonstrated commitment to continuous learning, process improvement, and professional growth.


Tools & Technical Skills
 



  • Experience with Agile project and backlog management tools such as Jira, Azure DevOps, VSTS/TFS, Rally, VersionOne, or equivalent.
  • Experience with Microsoft Project or equivalent project planning tools.
  • Proficiency with Microsoft Office/365, including Word, Excel, PowerPoint, and Teams.
  • Familiarity with software development, testing, deployment, and DevSecOps practices.
  • Ability to understand and discuss technical concepts, architectures, dependencies, and constraints with engineering teams.


Education & Certifications



  • Bachelor's degree in Business, Information Technology, Computer Science, or a related field.
  • PMP or PMI-ACP certification preferred.
  • Scrum Master, SAFe, Agile, or business analysis certification is a plus.
