Location and schedule
- Remote / work-from-home or Heartland site, CONUS. Occasional travel to Indian Affairs locations as required.
- Duty hours: 8:00 a.m. to 5:00 p.m. Eastern Time, Monday–Friday, Federal holidays off. Occasional evening or weekend support during year-end close, audit, or leadership events.
- Government-furnished laptop and PIV card after a successfully adjudicated background investigation.
About the role
Indian Affairs OCFO supports financial stewardship for the Bureau of Indian Affairs, the Bureau of Indian Education, and the Bureau of Trust Funds Administration - organizations that serve 575 federally recognized Tribes and approximately 1.9 million American Indian and Alaska Native people. OCFO's six divisions run accounting operations, financial reporting, financial systems (FBMS and S/4HANA), acquisitions and grants, and internal evaluation.
You will be one of two Key Personnel Program Managers. You are the enterprise integrator: the person OCFO leadership looks to for real-time visibility of work, risk, and cross-division dependencies, and the person who turns fragmented activity into a single coordinated operating cadence. Your counterpart (Program Manager, Analytics / AI / Process Modernization) owns dashboards, automation, and SOP design. You own the leadership interface, the program tracker, the issue log, and the weekly-to-quarterly reporting drumbeat.
What you will do
- Stand up and maintain a consolidated program tracker covering milestones, tasks, suspense dates, blockers, risks, and division-level dependencies across all six OCFO divisions.
- Give OCFO leadership real-time visibility of workflows, risks, priorities, and interdependencies so issues are seen early and decided with facts.
- Run the cross-division operating cadence - planning sessions, working groups, action meetings - with agendas, materials, committed owners, and follow-through.
- Serve as the coordination point for policy updates, audits, modernization initiatives, AI-readiness work, and special projects so messages and timelines stay consistent.
- Identify bottlenecks, role/access failures, unmet dependencies, and recurring breakdowns; drive root-cause analysis with division staff and your counterpart; log issues, actions, aging, and closure.
- Escalate unresolved items with recommended actions, not problem statements. Flag cascading risk to financial reporting, systems readiness, grants management, or internal evaluation.
- Produce the executive communication suite: daily micro-updates when required, weekly action/risk/status reports, monthly performance summaries, and quarterly strategic reviews.
- Draft leadership-ready talking points, decision memos, briefing decks, and risk registers. Coordinate inputs across divisions and verify facts before anything reaches a Deputy CFO-level audience.
- Prepare OCFO for audits, reviews, and strategic engagements by synchronizing data, tasks, and briefing materials from multiple divisions.
- Liaise with contracting officers, financial specialists, system administrators, and other contractors without directing their work.
- Support on-time delivery of the task-order deliverables your seat owns: Weekly Status Reports, Quarterly Strategic Review, Issue & Resolution Log, and the post-award orientation briefing.
Required qualifications
- Bachelor's degree in business, public administration, finance, accounting, information systems, or a related field, or equivalent progressive experience. Master's degree preferred.
- Ten or more years of progressively responsible program or project management experience. Experience serving as the authorized interface to a federal customer (CO, COR, or senior program official) is expected.
- Demonstrated record of integrating work across multiple divisions, bureaus, or lines of business - not single-project coordination.
- Evidence of aligning new processes, operating cadences, or process-improvement efforts to an organization's strategic priorities, preferably in a CFO, OCFO, or comparable financial-management environment.
- Executive writing and briefing skill. You will be judged on whether leadership can act from your products.
- Experience facilitating working groups and serving as liaison among contracting, finance, and systems stakeholders.
- Working literacy in federal process-improvement, audit-readiness, and compliance environments.
- Ability to operate independently as a Program Manager covering multiple client divisions, manage competing priorities, and deliver on time with consistent stakeholder satisfaction.
- Must pass a federal background investigation and be eligible for a PIV card. U.S. work authorization required.
- Must be available to start on or about 21 September 2026 and to deliver an orientation briefing within five working days of award.
Preferred qualifications
- Direct experience with Indian Affairs, BIA, BIE, BTFA, DOI, IHS, or a comparable civilian-agency CFO organization.
- Familiarity with FBMS, SAP S/4HANA, SharePoint, and the DOI or Interior business ecosystem.
- Hands-on use of Power BI, Power Automate, Power Apps, RPA, or authorized AI/Copilot tools to improve a program you owned - even if a counterpart built the technical artifact.
- PMP, PgMP, or equivalent, or a federal PM certification. Not required.
- Experience on a Labor-Hour or staff-augmentation task order inside an IDIQ.
Compensation and status
- Full-time. Competitive salary commensurate with the BSS Program Manager labor category and candidate qualifications, plus Heartland benefits (medical, dental, vision, retirement, PTO).
Final compensation is based on experience and education.
- Employment is contingent on task-order award, successful background investigation, and verification of qualifications.
