CARE Canada is looking for two Program Managers

CARE Canada’s Global Programs Team is responsible for developing and managing the organization’s programs in both development and humanitarian assistance focusing on the injustice of poverty and gender inequality. The Strategic Plan reaffirms our gender-equality focus and our dual-mandate status. Our ultimate impact goal is to support women’s leadership for a gender-just future grounded in strong programs supporting safety/protection, health and dignified livelihoods across both humanitarian and development settings. The Global Programs unit is responsible for the overall management of CARE Canada’s global programming circa $50-60m annual development, resilience and humanitarian programming portfolio.
Under the leadership of a Head of Program Management, the Program Manager will oversee development, resilience and/or humanitarian projects, and be accountable for project success. They do this work aligned to CARE Canada’s values and approaches, with decolonisation as a core principle. They lead CARE Canada’s project-specific relationship with their funders (ex. GAC desk officers, among others) and work closely with Country Office colleagues to ensure donor compliance. As Project Lead of a matrixed programs team structure in CARE Canada, they effectively oversee an internal project team, with finance & program quality colleagues across the Global Program Department, to ensure they fulfill their responsibilities across the Program Management cycle. The Program Manager is accountable for donor compliance and reporting at all levels, playing an enabling role that supports Country Offices to fulfill these contractual responsibilities to our donors.
The Program Manager collaborates closely with the Manager, Grants Finance & Compliance to ensure that their projects effectively run, and resources are used according to plans. This includes driving program spend forecasting analysis, overseeing program expense allocations, and ensuring alignment to donor requirements.
At times, they may also be asked to engage in business development opportunities by writing proposals and supporting Country Offices to solicit Canadian funding opportunities. They also capture project learning and best practice, ensuring it is disseminated across the team and CARE International to continue to enhance CARE’s work.
The role works in close collaboration with other Program Managers across the long-term development and humanitarian & resilience team as key peers and collaborators, ensuring that their work aligns in approach across program management, proposal development, and impact. They lead and contribute to tools and resources for the whole team and help our programmatic approaches grow, learn and evolve.
