Overview

LMI is seeking an experienced Product Owner to guide the development and implementation of personnel process and technical recruiting improvements and technologies for a Defense Agency's human resource organization. The Product Owner will establish a shared product vision, align competing stakeholder needs, and convert human-centered research and workforce insights into prioritized, actionable work. As the delivery integrator for the cross-functional, this individual will connect agency leadership, process owners, end users, technical organizations, designers, and implementation stakeholders. The ideal candidate combines agile product ownership, business process analysis, facilitation, and federal modernization experience to move work from insight through decision and execution. This position requires an active Secret clearance.

Responsibilities

  • Define and maintain the product vision, desired outcomes, success measures, scope, and operating principles for assigned personnel modernization and technical talent initiatives.
  • Establish governance, stakeholder engagement, decision-making, and delivery rhythms appropriate to the agency's organizational environment.
  • Elicit, analyze, reconcile, and document requirements from leadership, users, process owners, human resources professionals, technical organizations, and implementation partners.
  • Translate research findings, policy constraints, operational needs, and technical dependencies into epics, features, user stories, acceptance criteria, and other actionable backlog items.
  • Build, refine, and prioritize the product backlog based on mission value, user impact, feasibility, urgency, risk, dependencies, and available capacity.
  • Develop integrated roadmaps that sequence near-term improvements, pilots, implementation activities, and longer-term modernization opportunities.
  • Facilitate agile planning, backlog refinement, stakeholder reviews, demonstrations, retrospectives, and other working sessions needed to maintain delivery momentum.
  • Coordinate the work of the User Experience Designer, Technical Engineer Recruiter, and Visual Designer to ensure that research, workforce analysis, design, and decision support remain aligned.
  • Identify and manage dependencies across people, process, policy, data, systems, security, privacy, accessibility, and organizational change.
  • Maintain decision, assumption, risk, issue, dependency, and action logs while elevating matters requiring government direction.
  • Define performance measures and feedback mechanisms, monitor outcomes, and adjust priorities based on evidence, stakeholder input, and changing mission needs.
  • Produce concise status updates, roadmaps, backlogs, implementation plans, and decision materials for operational and senior-level stakeholders.

Qualifications

Required Qualifications

  • Bachelor's degree in business, public administration, information systems, human resources, organizational development, design, engineering, or a related field, with at least seven years of relevant professional experience, including at least three years in a product owner, product manager, business analyst, or comparable delivery role. Additional directly relevant experience may be considered in lieu of a degree.
  • Demonstrated experience leading product ownership or requirements management for complex service, process, workflow, or digital modernization initiatives.
  • Experience establishing product vision and outcomes, eliciting requirements, developing user stories and acceptance criteria, prioritizing backlogs, and maintaining roadmaps.
  • Strong understanding of agile and lean delivery practices and experience facilitating planning, refinement, review, and retrospective activities.
  • Experience applying human-centered design findings and user feedback to product decisions, process improvements, and implementation priorities.
  • Demonstrated ability to reconcile competing stakeholder requirements and make transparent, evidence-based prioritization recommendations.
  • Experience managing dependencies, risks, decisions, and delivery across organizational, policy, process, data, and technology boundaries.
  • Proficiency with Jira, Confluence, Azure DevOps, or comparable backlog, requirements, collaboration, and documentation tools.
  • Excellent facilitation, analytical, organizational, written, verbal, and executive communication skills.
  • U.S. citizenship and ability to meet government security, suitability, and system-access requirements associated with the position.
  • Active SECRET Clearance

Preferred Qualifications

  • Experience supporting federal human capital, personnel services, talent acquisition, workforce analytics, or human resources technology modernization.
  • Experience supporting the Department of Defense, a Fourth Estate agency, or another complex federal organization.
  • Experience leading cross-functional teams that include designers, recruiters or workforce specialists, analysts, engineers, and government process owners.
  • Familiarity with federal personnel policies, privacy requirements, accessibility, records management, data governance, and organizational change considerations.
  • Certified Scrum Product Owner, SAFe Product Owner/Product Manager, PMI-ACP, PMP, Certified Business Analysis Professional, or comparable credential.
  • Human-centered design, service design, process improvement, Lean Six Sigma, or change-management certification.

 

Target salary range: $140,000 - $170,000
