Probate Technical Liaison Support Specialist
Overview
The Probate Technical Liaison Support Specialist provides high-level professional, administrative, and technical leadership to the Bureau of Indian Affairs (IA). This role is instrumental in executing the Secretarial Priority regarding the Probate initiative and the modernization of the Trust Asset and Accounting Management System (TAAMS). This position serves as a strategic link between IA leadership, acquisition, budget, and technical offices to ensure the continuity of services for 1.9 million American Indian and Alaska Native individuals. The role focuses on technical assessments, acquisition planning, and coordinating complex IT modernization initiatives across the DOI enterprise.
Summary of Responsibilities
The Probate Technical Liaison Support Specialist will provide technical expertise and acquisition oversight to support mission-critical enterprise systems. Duties include, but are not limited to:
· Technical Leadership: Providing expertise regarding TAAMS functionality, processes, and risks, as well as supporting the development of the eProbate System within eNativeTrust.
· Acquisition & Budget Support: Supporting the development of Independent Government Cost Estimates (IGEs), budget justifications, and formal acquisition documentation.
· Program Coordination: Acting as the primary liaison between the government and current TAAMS vendors to identify risks and manage transition needs.
· Strategic Planning: Advising the Contracting Officer’s Representative (COR) on data rights issues and technical considerations for IT modernization.
· Executive Reporting: Developing daily and weekly status reports, leadership briefings, and talking points to ensure accuracy in reporting to high-level stakeholders.
· Personnel Oversight: Managing a virtual workforce, ensuring all staff meet background investigation requirements and adhere to federal security standards.
· Compliance & Liaison: Coordinating activities across IA leadership and regional offices to ensure technical and acquisition objectives remain achievable.
Qualifications
The candidate must demonstrate extensive experience in federal program management and technical liaison roles, including:
· Technical Expertise: Significant experience with TAAMS or similar enterprise-level land, title, and trust management systems.
· Federal Acquisition Knowledge: Proven ability to navigate the full acquisition lifecycle, including conducting technical reviews and preparing transition documentation.
· Remote Management: Demonstrated experience managing a virtual/remote team within a federal environment while maintaining operational efficiency.
· Analytical Skills: Ability to conduct technical assessments and identify mitigation strategies for complex IT dependencies and risks.
· Communication: Exceptional skills in preparing executive-level briefings and coordinating between diverse technical and administrative departments.
Security
Employment is contingent upon successfully passing a pre-employment drug test and a federal background investigation to obtain and maintain a Public Trust suitability determination with the Department of the Interior, Indian Affairs.
