Nautilus Solar Energy® is seeking a Policy Manager to support the company's legislative, regulatory, and political engagement across priority markets. This fully re[LN1] mote position will report to the Policy Director and will play a critical role in developing policy strategy, monitoring legislative and regulatory developments, coordinating with external stakeholders, and providing strategic analysis to support the company's government affairs objectives.

The ideal candidate is a strategic thinker with strong analytical and project management skills who can translate complex legislative and regulatory developments into actionable business intelligence. This individual will serve as the department's primary resource for policy analysis, legislative and regulatory monitoring, coalition coordination, and strategic planning.

Responsibilities:

  • Monitor legislative, regulatory, and political developments across Nautilus' priority markets, with a primary focus on the Northeast.
  • Analyze proposed legislation, regulatory proceedings, commission orders, and utility filings to identify business impacts and emerging opportunities.
  • Prepare policy memoranda, legislative summaries, briefing materials, and strategic recommendations for executive leadership.
  • Develop and maintain tracking systems for legislation, rulemakings, stakeholder engagement, advocacy priorities, policy databases, and market trackers.
  • Support state-specific government affairs strategies; identify market opportunities and policy risks; and assist with legislative priorities, advocacy strategies, and regulatory positions.
  • Conduct political and stakeholder analysis to support long-term business planning.
  • Coordinate with lobbyists, trade associations, coalition partners, consultants, and external advisors.
  • Prepare materials for coalition meetings, legislative visits, regulatory engagements, conferences, policy events, and stakeholder outreach.
  • Support participation in state and national trade associations.
  • Work with Legal, Development, Origination, Business Development, Finance, and Operations to align business objectives and government affairs strategy.
  • Support executive leadership with policy briefings and decision memorandam

Requirements

  • Currently in the final year of a master's program or has completed a master's degree in Public Policy, Public Administration, Political Science, Environmental Policy, Energy Policy, Government Affairs, or a closely related field.
  • Three to five years of experience in government affairs, public policy, legislative affairs, regulatory affairs, political strategy, or a related area.
  • Legislative or regulatory experience, including experience working for or with a lawmaker, state legislature, regulatory commission, public utility commission, executive agency, or similar organization; energy or electricity-sector experience is strongly valued.
  • Demonstrated understanding of state legislative and regulatory processes and how legislation and regulation can affect market-based business decisions.
  • Strong written and verbal communication skills with experience preparing executive-level briefing materials.
  • Exceptional analytical, organizational, and project management skills.
  • Ability to manage multiple policy initiatives across several states and work independently in a fast-paced, team-oriented environment.

Preferred Qualifications:

  • Prior knowledge of community solar, distributed energy resources, distributed generation, virtual net metering, or utility regulation.
  • Experience working in or with the clean energy industry, trade associations, state legislatures, public utility commissions, or executive agencies.
  • Experience synthesizing legislative and regulatory developments into strategic recommendations for executive leadership.
  • The Northeast is preferred, particularly candidates based in Boston, New York, or Philadelphia.
