Montcure, LLC is an SBA-certified Service-Disabled Veteran-Owned Small Business delivering financial management, audit readiness, internal controls, data analytics, and program support to federal clients across the Department of Defense and civilian agencies. This role supports a Department of Defense health program serving wounded, ill, and injured service members and their caregivers.

About the Role

We're seeking a Policy Analyst Manager to perform the substantive policy analysis behind the program's written products. You'll execute the weekly horizon scan across statute, regulation, DoD and Service issuances, VA policy, and court and board decisions, and produce the impact assessments, decision papers, and staffing packages that inform program direction.

What You'll Do

  • Execute the weekly horizon scan across statute, regulation, DoD and Service issuances, VA policy, and court and board decisions
  • Draft impact assessments, decision papers, Personnel Legislation Reviews, and staffing packages
  • Draft caregiver compensation instruction and eligibility form changes
  • Deliver finished written products suitable for senior-leader review within a five-business-day turnaround

Required Qualifications

  • Bachelor's degree in public policy, political science, public administration, business administration, or a related field
  • 5+ years of federal policy or regulatory analysis
  • Demonstrated ability to work complex analytic assignments independently with minimal supervision
  • Experience conducting legislative and regulatory horizon scanning
  • Experience drafting impact assessments, decision papers, and recommended courses of action
  • Experience writing to DoD correspondence and issuance standards
  • Demonstrated ability to meet five-business-day analytic turnarounds
  • Strong research skills across the Federal Register, U.S. Code, the Code of Federal Regulations, and judicial and board decisions
  • Producing finished written products suitable for senior-leader review

Preferred Qualifications

  • Disability Evaluation System, SCAADL, or military personnel policy experience
  • Experience drafting DoD instructions, manuals, or forms
  • Experience supporting an annual report to Congress or a triennial inspection report
  • Familiarity with Department of Veterans Affairs policy and the Comprehensive Assistance for Family Caregivers program
  • Experience preparing legislative review packages
  • Paralegal, legislative affairs, or regulatory affairs background

  • Comfortable owning ambiguity and turning dense statutes and regulations into clear, defensible recommendations
  • Meticulous researcher who tracks a horizon scan without missing what matters
  • Confident producing senior-leader-ready written products on a fixed turnaround
  • Strong independent judgment with minimal supervision

Status: Contingency – This work is contingent upon award.

Salary: $100,000 - 110,000 per year, commensurate with experience and qualifications.
