OSINT Trainer and Investigator - Contractor - Burmese speaker - Myanmar

The Centre for Information Resilience (CIR) is an independent organisation dedicated to exposing human rights violations, disinformation and harms against women and minorities. We achieve this through open source research, digital investigations, capacity-building with local partners, and collaboration with media to amplify our impact.

CIR was born out of a determination to expose those spreading harm – online and offline – around the world, particularly in areas of violent conflict, such as Afghanistan, Myanmar, Sudan and Ukraine. Our projects are at the forefront of efforts to investigate and document human rights abuses, war crimes, and harms against women and minorities. We work closely with multilateral and national justice accountability bodies.

About The Role

Contract Type: Contractor x 1

Contract length: August 2026 to March 2027, subject to funding. 

Hours needed for this role: Full-time 19 days per month. 

Location: Remote 

Languages: You must be able to work proficiently in English and Burmese, (C1/Professional level proficiency). 

Travel: You must be able and willing to travel to deliver capacity building and/or training in Southeast Asia.

About Myanmar Witness 

Myanmar Witness collects, analyses, verifies, and archives evidence related to human rights incidents and violence in the conflict in Myanmar. The project provides reliable information to diverse stakeholders including civil society, media and advocacy organisations and initiatives, as well as to justice and accountability mechanisms holding perpetrators to account. 

Myanmar Witness focuses on documenting harm to civilians, damage to infrastructure, disinformation, and conflict-related sexual violence (CRSV). It is also building partnerships with civil society organisations reporting on and responding to these issues. 

Requirements

Main Responsibilities

• Act as a professional, trustworthy, and reliable interface between the project and CSO partner organisations. This includes participating in regular communication and coordination meetings with CSOs to foster strong, trusting, and collaborative relationships. 
• In collaboration with Project Leadership and Senior Management, support the development and implementation of the project’s capacity building and external engagement strategy, aligned with organisational goals.   
• Apply open-source investigation and analytical techniques (geolocation, chronolocation and satellite imagery analysis) to collect, collate, verify and analyse data from open sources, and record the information in databases with pre-set information fields and ensure they are appropriately sourced and comprehensively capture the topic within the project’s scope. 
• Preparation of bespoke training materials, including conducting pre and post training assessments to inform design of tailored trainings. 
• Oversee/conduct joint open-source research projects with external Civil Society Organisation (CSO) partners. 
• Provide mentorship to CSOs on topics related to open-source investigative techniques, visualisation, digital security, and mitigation of vicarious trauma, as well as joint research projects and investigations. 
• Delivery of in-person (outside Myanmar) and remote training in Burmese and English to CSOs focused on OSINT (ranging from beginner to intermediate/advanced), data visualisation, digital security, and mitigation of vicarious trauma. This role will involve occasional travel in the Southeast Asia region for delivering training. 
• Monitor training effectiveness by collecting and documenting feedback of training and contribute to internal reviews of effectiveness and identify opportunities to improve efficiency of project activities. 
• Work closely alongside other trainers/investigators. 

Essential Criteria:

• Proven track record in OSINT- driven investigations, including using geolocation and chronolocation techniques, as well as social media monitoring.  
• Fluency in Burmese and English at C1 / Professional level proficiency. 
• Willingness to engage in travel to deliver capacity building and training in-person.   
  

Highly Desirable Criteria: 

• Prior experience conducting OSINT research on Myanmar and/or Southeast Asia. 

• Demonstrable experience supporting CSOs in conducting digital investigations, 

• Experience delivering OSINT training and mentorship, both in-person and remote (ranging from beginner to intermediate/advanced topics).
