This is a remote position.
The OnePlan Business Analyst will support the Texas Education Agency (TEA) on the OnePlan project and broader Integrated Data Systems (IDS) initiatives. This role is responsible for inventorying TEA and external data systems to develop a comprehensive, vendor-ready data map, and for assessing data quality to identify gaps, inconsistencies, and standardization needs across systems. The Business Analyst will design a scalable data integration strategy that improves data accessibility, interoperability, and usability, aligned with TEA's implementation of the Ed-Fi Data Standard. As the Business Analyst for OnePlan, this role will gather and document business and system requirements in Modern Requirements format, including process flows, skip logic, system interdependencies, and user interface mock-ups, translating them into functional requirements for vendor design and development. The Business Analyst will also support additional IDS team workstreams, including LASO, GSA, and OneSystem.
Responsibilities:
- Inventory TEA and external data systems to develop a comprehensive, vendor-ready data map.
- Document data sources, ownership, formats, dependencies, and data integration requirements.
- Assess data quality across systems to identify gaps, inconsistencies, duplications, and standardization needs.
- Recommend data cleansing and validation strategies.
- Design a scalable data integration strategy that improves data accessibility, interoperability, usability, and long-term sustainability across TEA systems.
- Align the data integration strategy with TEA's implementation of the Ed-Fi Data Standard.
- Serve as the Business Analyst for OnePlan, gathering, analyzing, and documenting business and system requirements in Modern Requirements format.
- Document process flows, skip logic, system interdependencies, and user interface mock-ups.
- Translate business and system requirements into clear functional requirements for vendor design and development.
- Support broader IDS team workstreams, including LASO, GSA, OneSystem, and other initiatives.
Requirements
Minimum Qualifications:
- 8 years of experience in business requirements gathering, functional requirements documentation, and business process mapping.
- 8 years of experience in data mapping, data analysis, data quality assessment, data governance, and data integration.
- 3 years of experience documenting system integrations, APIs, ETL processes, and data flows.
- 3 years of proficiency with Microsoft Excel, Microsoft Visio (or equivalent), and Microsoft Office Suite.
- 3 years of proficiency with SQL and business intelligence tools such as Microsoft Power BI.
- 2 years of proficiency with requirements management and project tools, such as DevOps, Jira, and Modern Requirements.
- 2 years of proficiency with the Ed-Fi Data Standard/data interoperability frameworks.
- Bachelor's degree in Information Systems, Computer Science, Data Analytics, Business Administration, or a related field, or equivalent relevant experience.
- Demonstrated experience as a Business Analyst, Systems Analyst, or Data Analyst leading requirements gathering, business process analysis, and functional documentation for technology implementation projects.
- Experience analyzing complex data environments, documenting data sources and integrations, and developing data governance, data quality, and integration strategies.
- Strong ability to translate business needs into clear functional requirements and collaborate effectively with cross-functional business, technical, and vendor teams.
- Excellent analytical, problem-solving, project management, and communication skills, with the ability to manage multiple priorities in a fast-paced environment.
Preferred Qualifications:
- 1 year of experience working with state agencies, the education sector, or related fields.
Additional Requirements:
- Must live in the United States; Texas based candidates are preferred.
- Services are expected to begin September 1, 2026, and conclude by March 1, 2027, with total hours not to exceed 1,150.
- May be required to work outside normal business hours, including evenings, weekends, and holidays.
Work Location and Schedule:
Location: William B. Travis State Building, 1701 North Congress Avenue, Austin, Texas 78701.
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.
Work Arrangement: Telework.
