Overview

You have a solid science background and you know how to make that science communicate. You apply specialized knowledge to gather facts, analyze data, and develop recommendations that keep complex federal programs running. You've drafted grant announcements, managed stakeholder networks, and maybe even run a webinar series. FWI is looking for two professionals like you to support NOAA's GOMO and OAP programs across research portfolio administration, stakeholder engagement, strategic communications, and public media management. Every product you deliver — from a newsletter to a compliance report — keeps the programs' scientific mission visible and accountable.

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8 AM EST to 5 PM EST with occasional travel.

Responsibilities

  • Provide guidance and consultation to projects and professional co-workers; apply specialized knowledge to gather facts, research and analyze data, and develop conclusions, recommendations, and strategies
  • Coordinate tracking and records management systems for the internal research portfolio, processing data ingestion calls and mapping project execution against milestones
  • Support the full lifecycle of grant management: assist in drafting NOFOs and RFPs, coordinate proposal review panels, and maintain post-award records in compliance with federal standards
  • Develop objective evaluation metrics and review rubrics to assess project performance and identify programmatic adjustments for government review
  • Administer recruitment and mentorship pipelines for early-career programs including Lapenta interns and Knauss Fellows
  • Configure and maintain OAP and GOMO public-facing websites and digital portals; populate with scientifically accurate content on a recurring daily/weekly schedule
  • Draft content for the monthly ocean observing community newsletter and support strategic communications planning
  • Coordinate K–16 ocean science educational programs, public webinars, and Citizen Science and National Ocean Science Bowl initiatives
  • Compile monthly analytics reports tracking web performance and engagement metrics; analyze data for site improvement recommendations
  • Execute end-to-end logistics for program workshops and meetings, including scheduling, AV setup, and comprehensive meeting summary documentation

Qualifications

Required: 

  • BA/BS in a technical or business discipline (Oceanography, Marine Science, Environmental Science, Science Communications, or related field preferred); advanced degrees or certifications may qualify for shorter periods of required experience
  • Ability to obtain and maintain a Low-risk federal security clearance
  • 4+ years of professional and/or academic experience

Desired: 

  • Experience supporting federal grant administration processes, including NOFO development and proposal review logistics
  • Demonstrated ability to translate complex scientific content into accessible public-facing materials
  • Proficiency with web content management systems (CMS), digital analytics tools, and standard office productivity software
  • Experience with stakeholder network management and/or early-career mentorship program administration
  • Strong written and verbal communication skills; ability to produce professional documents for senior government audiences

Work Setting and Environment:

  • Primary location: NOAA Silver Spring Metro Center (SSMC), 1315 East-West Highway, Silver Spring, MD 20910. This position is eligible for remote work with travel as needed to the above location.
  • All work activities are eligible for telework or remote performance
  • Travel required, including at-sea deployments on NOAA vessels and national/international coordination meetings; all travel pre-approved by COR

Pay Range
