Ukraine2EU is looking for a National Expert on Personal Data Protection and European Integration to Support the Secretariat of the Ukrainian Parliament Commissioner for Human Rights

 

Description of the assignment

The overall objective of the assignment is to strengthen the capacity of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights (hereinafter referred to as the Commissioner’s Secretariat) to effectively contribute to Ukraine’s EU accession process through provision of on-site (with remote work options available) expert support in legal analysis, monitoring, reporting, and coordination of European integration activities in the field of personal data protection.

Tasks

-      Provide continuous expert support to the assigned Department for Monitoring Compliance with Information Rights in reviewing draft legal and regulatory acts related to personal data protection and European integration;

-      Contribute to the preparation of positions of the Ukrainian Parliament Commissioner for Human Rights (hereinafter referred to as the Commissioner) on EU integration-related draft legislation in the field of personal data protection (including within the framework of meetings of the Verkhovna Rada of Ukraine committees);

-      Support the assigned Department in implementation of measures and tasks in the field of personal data protection for which the Commissioner is designated as the responsible authority or one of the responsible authorities (including Rule of Law Roadmap, Roadmap on the functioning of democratic institutions, National Strategy for Approximation of Ukrainian Legislation to EU Law and the relevant Action Plan in the field of Personal Data Protection);

-      Contribute to the preparation of materials for reporting on the progress in implementing the Roadmaps and Action Plans referred to above (quarterly);

-      Assist in drafting inputs to the Individual Annual Reports within the EU Enlargement Packages (twice a year);

-      Provide day-to-day support in analysing incoming requests from public authorities related to EU integration on issues regarding the alignment of national personal data protection legislation with EU law, including the General Data Protection Regulation (GDPR), the Law Enforcement Directive, and Council of Europe Convention 108+;

-      Provide expert support to the Commissioner's Secretariat for the screening of Ukrainian legislation for compliance with the EU acquis on personal data protection and other related processes;

-      Contribute to the preparation of materials for reporting on the progress in implementing the National Programme for the Adaptation of Ukrainian Legislation to EU Law (EU acquis), on a quarterly basis, in relation to tasks in the field of personal data protection for which the Ukrainian Parliament Commissioner for Human Rights is designated as one of the responsible authorities;

-      Organise and support the conduct of information campaigns and provide clarifications (explanatory materials) to public authorities, data controllers and processors, and the general public on European standards of personal data protection;

-      Providing advisory support on the practical application of national data protection legislation and European data protection standards within the execution of the Commissioner’s mandate.

 

Requirements

-      Ukrainian citizenship or holding permanent resident status in Ukraine;

-      University degree in law, international law, human rights, European studies, political science, sociology or related field;

-      Minimum two-three years of professional experience in areas relating to human rights and or personal data protection or the EU law;

-      Proven knowledge of / experience working on the EU acquis, including understanding of the EU accession process (NPAA implementation, Action Plan in the field of Personal Data Protection);

-      Demonstrated knowledge in the field of personal data protection, including European standards (GDPR, Law Enforcement Directive, Council of Europe Convention 108+), other human rights, including European human rights standards and mechanisms of their protection;

-      Professional experience in legal analysis, policy development, or work related to European integration and/or human rights and/or personal data protection;

-      Proficiency in Ukrainian and English (B2-C1), both spoken and written;

-      Prior experience of working for or with government institutions, or international organizations will be considered an asset;

-      Experience in developing informational/explanatory materials or conducting awareness-raising activities (trainings, seminars, publications) will be considered an asset;

-      Strong analytical, drafting, and communication skills;

-      Ability to work effectively in a team and within institutional settings;

-      Computer literate with practical experience using Microsoft applications.

 

Location: Kyiv, Ukraine (remote). 

Duration: 12 months

Number of workdays (WD): Up to 3 workdays per week (approx. 150 WD in total)
