I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF assists people based only on need and irrespective of race, religion, gender or political affiliation.
MSF International is the legal entity that binds MSF’s 24 sections, 27 associations and 18 branch offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

II. BACKGROUND

MSF Access 

Médecins Sans Frontières works tirelessly to improve the accessibility, availability, affordability, appropriateness and quality of health products for the populations it assists and their communities. While this is a shared responsibility across the organisation, the MSF Access team plays a central role in driving and supporting MSF's work to improve access to health products.

Rooted in MSF's medical humanitarian mission, MSF Access works to identify and address barriers that prevent people from obtaining the medicines, diagnostics, vaccines and other health products they need. The team coordinates access-related priorities, provides expertise and support across the MSF Movement, and monitors developments in the global access landscape to inform MSF's strategies and actions.

MSF Access operates through five regional hubs in Brussels, Belgium; Dakar, Senegal; Kuala Lumpur, Malaysia; Nairobi, Kenya; and Rio de Janeiro, Brazil.

The team's work is currently guided by seven Common Priorities agreed by the MSF Movement: Antimicrobial Resistance (AMR), Cancer, Diabetes, Diagnostic Tools, Sexual and Reproductive Health, Tuberculosis, and Vaccines.

Access 101 Project

Access 101 is a new learning initiative led by MSF Access that aims to strengthen the understanding of access to health products across the MSF Movement. In 2023, MSF adopted its first collective vision for improving access to products for healthcare, recognizing this work as an essential part of delivering on MSF's social mission and a shared responsibility across the MSF Movement. To realize this ambition and leverage MSF's collective strength in this area, colleagues across MSF need a common understanding of what "access" means, why it matters, and how they can contribute to improving access to health products for the people who are deprived of them.

The Access 101 project will develop a range of learning resources, including an introductory course on Tembo (MSF’s e-learning platform), supporting educational materials, and regional workshops. These resources will help MSF staff better understand the global access landscape, MSF's approach to improving access, and the role they can play in identifying and addressing access barriers.

The project begins with a consultation phase to identify access-related knowledge gaps, learning needs, interests, and preferences among diverse audiences across MSF. Insights from this consultation will inform the design of the access Tembo course curriculum and ensure that the learning experience is relevant, engaging, and accessible to colleagues in diverse roles and locations.

The project receives funding from the MSF Access Fund. The Fund was created by the MSF International Board in 2023 to amplify the capacity of MSF Access, Sections, and Operational Directorates to respond to the access opportunities or address emerging threats.

III.    PURPOSE

The Consultation Design Consultant will lead the design and implementation of a consultation process to identify access-related learning needs, knowledge gaps, interests and preferences across the MSF Movement. Using insights gathered through qualitative and quantitative research, the consultant will develop recommendations for the syllabus for the Access 101 Tembo course and the focus and scope of supporting learning materials and regional workshops that complement the course.

IV.    MAIN ACTIVITIES

Consultation design and implementation

• Develop a consultation methodology and work-plan to identify learning needs, knowledge gaps, interests and preferences related to access to health products across MSF.

• Design and implement a mixed-methods consultation process, combining qualitative and quantitative approaches as appropriate.

• Prepare consultation tools and materials, including interview guides, survey questionnaires, and data collection frameworks.

• Conduct interviews, focus groups and/or other consultation activities with a diverse range of stakeholders across regions, operational entities and functions within MSF.

• Ensure the consultation process reflects diversity, equity and inclusion principles and captures perspectives from different regions, roles and levels of the organisation.

Analysis and recommendations

• Analyse consultation findings and identify key learning needs, knowledge gaps, barriers, motivations and audience preferences relevant to access-related learning.

• Produce a report summarising findings and providing practical recommendations to inform the design of Access 101 learning products and activities.

• Present findings and recommendations to the Access 101 project team and relevant stakeholders.

Course syllabus development

• Translate consultation findings into recommendations for a syllabus for the Access 101 Tembo course.

• Recommend learning objectives, thematic areas, audience segmentation, and priority content modules.

• Advise on suitable learning formats and approaches, including the balance between e-learning, downloadable resources and regional workshops.

V.      DELIVERABLES

•  Consultation methodology, work-plan and stakeholder engagement approach

• Survey and interview/focus group tools

• Consultation findings report, including analysis of what meaningful engagement between MSF Access and MSF operations looks like, and recommendations

• Presentation of findings to the project team.

• Recommendations for the Access 101 course syllabus and workshop approach

• A degree in Education, Social Sciences, Public Health, Organizational Development, or a related field.

• Minimum 3 years of experience in learning design, curriculum development, organizational learning, or stakeholder consultation.

• Demonstrated experience designing and implementing qualitative and quantitative consultation or research processes.

• Strong analytical and report-writing skills.

• Experience engaging diverse stakeholders across regions, functions, and cultural contexts.

• Excellent written and spoken English; knowledge of French, Spanish, Arabic, or Portuguese is an asset.

• Experience in humanitarian, global health, international development, or non-profit environments is an asset.
