DKC Group Expert Network
Mission or Technical Domain Subject Matter Expert
Company: D. Kent Consulting Group, LLC | DKC Group
Engagement: Prospective project, fractional, or part-time assignments; terms established for each engagement.
Location: Remote, hybrid, or client site, as specified by the assignment; some engagements may require travel.

About the opportunity
DKC Group invites experienced mission and technical professionals to join our Expert Network. We help federal agencies and government contractors understand mission requirements, develop credible solutions, and deliver measurable results. Our Talent-as-a-Service model is powered by Intellectual Capital Management (ICM) principles: we match specialized expertise with defined work, accountable delivery.

As a subject matter expert, you will apply your experience and judgment to a defined mission or technical domain. Assignments may support mission operations, strategic assessments, acquisition shaping, capture and solution development, or contract execution. You may contribute individually or work with a multidisciplinary team under a DKC Group engagement lead.

Mission and Technical Domains
  • Mission domains may include homeland security, transportation security, screening and vetting, biometrics and credentialing, public safety, emergency management, enterprise risk, acquisition, and program or portfolio management.
  • Technical domains may include enterprise and business architecture, data and AI governance, cybersecurity, identity and access management, cloud and infrastructure, IT and operational technology adoption and insertion, systems engineering, testing, and digital modernization.

Applicants should identify a primary domain and any secondary specialties. Expertise in every listed area is not required.

Responsibilities
  • Translate mission needs and operating conditions into clear requirements, assessments, options, and recommendations.
  • Produce agreed work products, such as risk analyses, architecture models, roadmaps, solution narratives, implementation plans, or executive briefings.
  • Help government contractor clients understand federal requirements and develop supportable solutions within authorized capture or delivery assignments.
  • Engage stakeholders, explain complex issues clearly, and coordinate with other specialists to resolve gaps and competing priorities.
  • Document evidence, assumptions, decisions, and lessons learned so clients can apply the resulting knowledge.
  • Meet agreed scope, schedule, quality standards, and reporting requirements; maintain accurate time and activity records.
  • Protect client information, disclose potential conflicts, and follow applicable security and information-handling requirements.

Required Qualifications
  • At least 10 years of progressively responsible experience in a relevant mission or technical domain, including work requiring independent judgment and substantive delivery responsibility.
  • Demonstrated experience supporting federal missions as a government employee, contractor, or consultant, with an understanding of the relevant agency environment and operating constraints.
  • Ability to substantiate personal contributions through specific work examples, deliverables, results, and professional references.
  • Strong analytical, writing, briefing, and stakeholder collaboration skills, with the ability to explain recommendations to technical and executive audiences.
  • Current knowledge of the practices, technologies, policies, or standards relevant to the proposed specialty.
  • Ability to work within a defined statement of work, meet commitments, and collaborate through approved tools and processes.
  • Authorization to perform the proposed work in the United States and ability to satisfy the documented requirements of the specific assignment.
  • Preferred qualifications
  • Leadership of complex federal programs, mission operations, modernization initiatives, or specialized technical workstreams.
  • Experience connecting mission requirements to acquisition, solution development, implementation, or performance improvement.
  • Relevant degrees, professional certifications, specialized training, publications, or demonstrable technical work. Particular credentials are required only when an assignment specifies them.
  • Experience transferring knowledge, developing reusable methods, mentoring teams, or improving institutional capability.

Engagement and Assignment Requirements

Admission to the Expert Network makes you eligible for suitable opportunities. Work begins only after an assignment, and its terms are agreed in writing. Hours, duration, compensation, work location, travel, and employment or consulting arrangements depend on the engagement. Network participation does not guarantee an assignment or minimum hours.

An active security clearance is not a universal requirement for joining the network. Specific assignments may require citizenship, agency fitness or suitability determinations, credentialing, or security clearance eligibility and access. Requirements will be identified for the assignment and verified through the appropriate process.

Experts must disclose relevant outside commitments, competing engagements, and any applicable post-government employment restrictions before accepting work.

Compensation and Engagement Terms

DKC Group uses an internal compensation framework to evaluate each candidate and assignment. DKC Group determines individual compensation within the advertised range based on relevant mission or technical expertise, demonstrated experience, qualifications, level of responsibility, and engagement requirements.

The published rate reflects a minimum compensation range for this opportunity. DKC compensates 1099 subcontractors at a rate depending on:

  • Expertise level
  • Clearance requirements
  • Market scarcity
  • Engagement complexity
  • Duration and stability of work
  • Direct impact on PWIN or client outcomes
We establish a specific rate through individual discussion and confirm it in writing before an assignment begins.

Expert Network opportunities may involve project, fractional, or part-time support. We establish assignment scope, anticipated hours, duration, work location, and compensation terms for each engagement. Acceptance into the DKC Group Expert Network does not guarantee an assignment or minimum hours.

How to apply

Submit a resume and a short expertise summary identifying your primary and secondary domains, federal agencies or programs supported, relevant credentials, and two examples of your personal contributions and results. Include general availability, anticipated start date, and remote, onsite, or travel preferences.

Peer References may be requested during review.

Provide only information you are authorized to share. Do not submit classified, controlled, procurement-sensitive, or proprietary material.

DKC Group considers applicants based on job-related qualifications and applicable assignment requirements.
