The Manpower Analyst (Senior Consultant) will support the Defense Health Agency (DHA) Uniform Business Office (UBO) Support Contract, leading manpower modeling and workforce planning for enterprise-wide revenue cycle improvement initiatives across the back-end revenue cycle, spanning billing and follow-up, at more than 130 Military Treatment Facilities (MTFs). This role builds manpower models, coordinates Joint Table of Distribution (JTD) updates with the DHA Manpower and Organization (M&O) Division, and supports workforce planning to align UBO staffing with mission and operational needs. The Senior Manpower Analyst works with DHA UBO leadership, the M&O Division, MTF stakeholders, the UBO Process Action Team (PAT), and the program team to document requirements, identify gaps, and optimize staffing across functional levels.

This role is contingent upon the successful award of the contract. Any offer of employment is subject to contract award and funding availability.

Responsibilities:

  • Build manpower models, developing models that define required capabilities, position counts, and staffing levels across enterprise, shared-service, and MTF levels.
  • Coordinate JTD updates, working with the M&O Division to update the DHA Joint Table of Distribution (JTD) within the manpower system of record, the Fourth Estate Manpower Tracking System (FMTS), and aligning proposals with DoD policies, resource constraints, and operational readiness requirements.
  • Support workforce planning, assessing mission objectives and operational needs and translating them into workforce structure and staffing recommendations.
  • Define skill and capability requirements, identifying required skills, defining position requirements, and identifying skill gaps across functional levels.
  • Apply military manpower methodologies and analytic tools to document requirements, identify gaps, and optimize staffing across MTFs.
  • Optimize staffing against performance metrics, balancing cost and performance using measures such as workload, cycle time, and productivity.
  • Support organizational design, defining workforce structure and roles that support standardized operations and a scalable enterprise staffing model.
  • Develop career-ladder and workforce-development inputs, identifying promotional opportunities for existing MTF staff and supporting training and certification planning.
  • Produce manpower deliverables and briefings, developing staffing analyses, manpower models, and briefings tailored to senior DHA military and civilian audiences.
  • Provide manpower and workforce planning expertise to the program team, ensuring recommendations align with DoD policy, resource constraints, and operational readiness.

Required Skills & Experience:

  • 7+ years of manpower analysis, workforce planning, or organizational analysis experience, ideally in a DoD or federal setting.
  • Demonstrated experience building manpower models and recommending staffing levels for new or changing operating structures.
  • Knowledge of military manpower methodologies and analytic tools for documenting requirements, identifying gaps, and optimizing staffing.
  • Experience with manpower documentation and authorization processes, such as the Joint Table of Distribution (JTD) or comparable workforce authorization structures.
  • Strong analytical and modeling skills, including requirements documentation, gap analysis, and staffing optimization using workload and productivity metrics.
  • Knowledge of workforce planning, position management, and organizational design principles.
  • Working knowledge of the healthcare revenue cycle or comparable operational environments, sufficient to model staffing for billing and follow-up functions.
  • Strong written and verbal communication skills, with the ability to present staffing analyses and recommendations to senior leadership.
  • Ability to manage competing priorities in a dynamic, deadline-driven environment.
  • Proficiency in Microsoft Office applications, including advanced Excel for modeling, PowerPoint, Word, and Visio.
  • Bachelor's degree required; Master's degree preferred.
  • Eligibility: U.S. citizenship; eligibility for a Department of Defense (DoD) Public Trust.

Desired Skills:

  • Experience within the Military Health System (MHS) or DHA environment.
  • Experience coordinating with the M&O Division and updating the DHA JTD.
  • Familiarity with DoD and DHA manpower systems, including FMTS and the Defense Medical Human Resources System-internet (DMHRS-i).
  • Knowledge of UBO operations and the three cost-recovery programs: Third Party Collection (TPC), Medical Service Accounts (MSA), and Medical Affirmative Claims (MAC).
  • Knowledge of DoD manpower, personnel, and management engineering policies and processes.
