TERMS OF REFERENCE
The Programme Planning, Monitoring and Research (PPMR) Section supports knowledge management, organizational learning, evidence management, and information-sharing initiatives across the Middle East and North Africa (MENA) region. Through these functions, the section works with Country Offices and Regional Office teams to strengthen access to knowledge and evidence, facilitate learning and collaboration, and support the use of information for planning, programming, and decision-making.
UNICEF is currently transitioning from the Middle East and North Africa Regional Office (MENARO) and Europe and Central Asia Regional Office (ECARO) structures into the new Europe, Central Asia, Middle East and North Africa Regional Office (ECAMENA). This transition requires extensive work to map, consolidate, migrate, and reorganize digital workspaces, knowledge repositories, evidence assets, and institutional documentation across both regions. It also requires the establishment of new systems, governance arrangements, and processes to ensure that knowledge and information remain accessible and that critical institutional memory is preserved throughout the transition.
At the same time, the Regional Office must continue delivering ongoing knowledge management and organizational learning functions that support Country Offices and regional teams. This includes maintaining regional knowledge and evidence repositories, supporting the Knowledge@UNICEF platform, managing the regional IMEP repository, facilitating knowledge exchange across the region, coordinating communities of practice, producing knowledge products, and supporting organizational learning initiatives. Given the scale and complexity of the transition process, additional dedicated capacity is required to support both the implementation of the ECAMENA Digital and Knowledge Transition Exercise and the continuity of existing regional knowledge management functions. The consultancy will therefore contribute to ensuring a smooth transition to the new regional structure while maintaining essential knowledge management services and support to Country Offices and Regional Office teams.
