The IT department provides end-to-end solutions for the organization including application development & integration, system deployment, user experience and change management, quality assurance & testing, and overall Project Management in an effort to help the organization determine and implement the best solutions for its business needs.

Job Overview/Summary:

The IT Program Manager -Business Analyst (PM-BA) for Global Information Security (GIS) and Infrastructure serves as a dedicated delivery partner across the GIS and Infrastructure portfolio, providing both project management execution and business analysis support. This role enables scalable, efficient delivery across a complex, cross-functional portfolio spanning Security Engineering, Security Operations, Identity and Access Management (IAM), Governance, Risk and Compliance (GRC), Infrastructure, and User Services.

The primary function of this role is to plan, coordinate, and track cross-functional technology initiatives, while ensuring requirements are well-defined, stakeholders are aligned, and delivery is consistent and on-time. This position strengthens governance, enhances transparency, and improves execution discipline enabling and supporting senior resources to focus on strategic portfolio management and high-impact initiatives. The PM-BA reports to the Associate Director of IT Project and Portfolio Management, GIS and Infrastructure, and works collaboratively with GIS and Infrastructure teams and associates across the organization.

Major Responsibilities:

Primary responsibilities include but are not limited to the following:

Project Management Responsibilities

  • Coordinate and support execution across GIS and Infrastructure initiatives; serve as the central point of contact for project tracking, reporting, and day-to-day coordination across multiple concurrent workstreams.

  • Support Agile execution, including facilitating Scrum ceremonies (sprint planning, standups, retrospectives), maintaining JIRA backlogs, and driving delivery against milestones.

  • Establish and maintain project tracking, RAID logs (Risks, Action Items, Issues, Decisions), and cross-team dependency management; proactively surface and resolve blockers before they become critical.

  • Assemble and maintain project plans, milestone schedules, and team assignments; adjust resources and plans as priorities shift across GIS and Infrastructure portfolios.

  • Facilitate program and governance meetings; proactively document meeting minutes, track decisions, action items, and issues; drive follow-up to closure between sessions.

  • Prepare and maintain status reports covering project scope, goals, milestones, budget, risk, change requests, and critical issues for the team and senior stakeholders.

  • Support the development and maintenance of reporting dashboards and data consolidation for real-time visibility into portfolio health.

  • Ensure consistent overlap with U.S. Eastern Time (8:00 AM – 1:00 PM) for real-time collaboration with global teams.

Business Analyst Responsibilities

  • Gather, analyze, and document business and technical requirements; facilitate stakeholder workshops and requirement validation sessions to ensure clarity and alignment before development begins.

  • Translate business needs into user stories, acceptance criteria, and functional specifications; map business requirements to technical capabilities and identify system constraints and dependencies; support backlog refinement and prioritization in JIRA.

  • Maintain accurate and up-to-date system documentation.

  • Ensure traceability from requirements through delivery; maintain documentation standards and standardize workflows across teams.

  • Identify process improvement opportunities and recommend solutions; define reporting and dashboard requirements in collaboration with stakeholders.

  • Coordinate and support User Acceptance Testing (UAT) validation activities; ensure deliverables meet quality standards and are ready for business use before release.

  • Support audit and compliance readiness activities across GIS and Infrastructure workstreams, including GRC (Governance, Risk & Compliance) and data protection requirements.

  • Perform other duties or special projects as required or assigned by senior project managers or portfolio leadership.

Key Working Relationships:

  • Maintains a productive working relationship with other project managers, business owners, project leads, senior sponsors of GIS/Infrastructure strategy initiatives, legal, security, and data protection teams, system users, and vendors.

Job Requirements:

Experience / Education

  • 3-6 years of project management and business analyst experience in IT or technology-driven environments.

  • Demonstrated success leading complex, multi-stakeholder projects with significant technology components and/or track record as a Business Analyst delivering high quality documentation, leveraging leading-edge digital tools, providing advanced analytical reports, and proactively working to help promote data-driven strategic insights

  •  Bachelor's degree required.

  • Experience with GIS/Infrastructure projects — whether in a project management, business analysis, product, or operational capacity — strongly preferred.

  • Experience in international NGO or global humanitarian organizations preferred.

  • PMP, CSM, or equivalent project/program management certification preferred.

Skills / Competencies:

  • Agile & Program Management Demonstrated, hands-on experience with Agile methodologies — including Scrum, sprint planning, backlog management, and retrospectives — is required. Proficiency with project management tools such as Jira, Monday.com, or equivalents.

  • GIS/Infrastructure Domain Literacy (Strongly preferred) Familiarity with GIS/Infrastructure concepts and use cases, including Security Engineering, Security Operations, IAM, GRC, and data privacy. Ability to engage credibly with technical teams while translating complexity for non-technical stakeholders and ensuring compliance and audit readiness.

  • Communication & Executive Influence Exceptional written and verbal communication skills, with the ability to tailor messaging from technical working teams through to senior executive leadership. Demonstrated ability to influence without authority — including managing up, keeping senior stakeholders aligned and accountable, and driving decisions in complex organizational environments.

  • Proactivity & Adaptability A self-starter who moves fast, takes initiative, and creates structure in ambiguous environments. Comfortable operating in a space that is still evolving — where processes are being built, priorities shift, and the ability to adapt quickly is essential.

  • Stakeholder Partnership Ability to build trusted, productive relationships across technical and non-technical teams, across functions, and across geographies. Skilled at working in matrixed environments without direct authority over contributors.

  • Problem Solving & Risk Management Strong analytical and problem-solving skills. Proactively identifies risks and blockers and develops mitigation strategies before issues escalate.

Working Environment: 

  • The position can be fully remote, with an in-person office setting available for staff located near IRC’s Kenya location.

  • Standard working hours. Consistent overlap with U.S. Eastern Time (8:00 AM – 1:00 PM) is required for real-time collaboration with global teams.

  • Minimal travel may be required.
