Peers and Partners, Inc. is seeking an experienced Human Services Disaster Response Trainer to provide on-call planning, training, and technical assistance support for disaster human services initiatives supporting states and jurisdictions impacted by emergencies and disasters.
This consultant will support training and preparedness efforts focused on strengthening human services disaster response capabilities, continuity planning, emergency coordination, and recovery operations. The ideal candidate will possess deep expertise in disaster human services, emergency management, and state-level disaster response operations.
This is a flexible, as-needed consulting opportunity supporting high-visibility federal preparedness and response initiatives.
Key Responsibilities
- Deliver virtual and in-person training sessions related to disaster human services, emergency preparedness, and recovery operations.
- Provide subject matter expertise to states, territories, tribal nations, and local jurisdictions during disaster preparedness and response activities.
- Support the development and facilitation of workshops, tabletop exercises, training materials, and operational planning sessions.
- Assist with continuity planning, emergency coordination, and disaster recovery support efforts.
- Provide technical assistance and guidance related to human services disaster programs and operational readiness.
- Collaborate with federal, state, and local stakeholders to support preparedness and response objectives.
- Support after-action activities, lessons learned documentation, and improvement planning efforts.
Minimum Qualifications
- Minimum of 10 years of experience supporting disaster response, emergency management, or human services emergency preparedness initiatives.
- Demonstrated expertise supporting states or jurisdictions during disasters and emergency events.
- Experience delivering training, facilitation, or technical assistance related to disaster human services or emergency management operations.
- Strong understanding of federal emergency management frameworks and disaster response coordination.
- Excellent communication, facilitation, and stakeholder engagement skills.
- Ability to travel on short notice, as needed.
Preferred Qualifications
- Prior experience supporting ACF, FEMA, HHS, state emergency management agencies, or related human services organizations.
- Experience supporting disaster case management, mass care, human services recovery operations, or emergency preparedness programs.
- FEMA certifications and/or emergency management credentials preferred.
- Experience facilitating exercises, operational workshops, or incident management training.
