Housing / Community Development & CDBG Grant Admin Consultant Remote US

AlphaGov (Casa Moon LLC d/b/a AlphaGov) delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans classification and compensation, organizational and operational studies, research and program evaluation, economic and workforce analysis, surveys and community research, housing and community development planning, grant administration technical assistance, emergency management and resilience studies, and applied data and infrastructure research.

We engage experienced practitioners as project-based collaborators. Engagements are remote-first with occasional client travel. When you authorize it, AlphaGov may name you as an expert collaborator or key personnel on proposals that match your expertise. We build ready teams for live pursuits — not speculative staffing banks.

This role is for housing, community development, and CDBG / HUD grant-administration practitioners who can support active and upcoming municipal and regional pursuits (for example regional housing and transportation studies, HUD Consolidated Plans and Annual Action Plans, comprehensive housing plans, attainable / workforce housing trust fund technical assistance, and CDBG grant administration TA).

What you'll do:
Lead or support housing and community development planning studies for cities, counties, and regional planning agencies
Prepare or contribute to HUD Consolidated Plans, Annual Action Plans, and related citizen-participation / needs-assessment work products
Provide CDBG and related HUD grant administration technical assistance (compliance, reporting, drawdowns, and program documentation — TA scope, not construction management unless separately scoped)
Design housing needs analyses, market / attainable-housing assessments, and actionable implementation recommendations
Facilitate stakeholder and public engagement sessions; produce clear client-ready reports and briefings
Contribute housing / CD / grant-admin qualifications and past-performance narrative to AlphaGov proposals (when permissioned)

Requirements

Required:
Hands-on housing, community development, or HUD / CDBG-related consulting or public-agency delivery
Ability to produce Consolidated Plan / housing plan / grant-admin TA work products for local or regional government clients
Comfortable as a 1099 / project-based collaborator with travel as needed for client on-sites

Nice to have:
Prior HUD Consolidated Plan, Annual Action Plan, or CDBG grant administration experience
Regional planning / MPO or COG housing and transportation study experience
Attainable / workforce / trust-fund housing program design or TA
Familiarity with Florida, Texas, Georgia, or Massachusetts local government procurement
