Position Summary
The Technical Program Manager II (TPM II) supports the Government PBS Program Manager in the coordination, implementation, and oversight of the PBS Continuous Improvement Program. This position provides program and project management, business process improvement, analytical support, stakeholder coordination, change management, and performance monitoring across multiple program initiatives.
The TPM II works collaboratively with GSA PBS leadership, business lines, divisions, and cross-functional stakeholders to identify improvement opportunities, streamline processes, strengthen organizational effectiveness, and support the successful implementation and adoption of Continuous Improvement initiatives.
Work Arrangement: Primarily remote with occasional travel as required.
Essential Functions
Support the planning, coordination, implementation, monitoring, and reporting of PBS Continuous Improvement initiatives and program activities.
Coordinate multiple projects and workstreams, including schedules, milestones, deliverables, action items, risks, issues, decisions, and stakeholder activities.
Evaluate business processes, operating models, roles and responsibilities, operational handoffs, and workflows to identify opportunities for increased efficiency and effectiveness.
Analyze and support the improvement or re-engineering of business processes to reduce administrative burden, bottlenecks, redundant activities, and cycle-time delays.
Develop and maintain Standard Operating Procedures (SOPs), RACI matrices, process documentation, communication protocols, escalation paths, and service expectations.
Coordinate cross-functional and business-line dependencies by clarifying responsibilities, deliverables, timelines, expectations, and escalation requirements.
Facilitate meetings, workshops, working sessions, stakeholder discussions, listening sessions, and process-improvement activities.
Support improvement initiatives, solution teams, controlled pilots, and implementation efforts, including tracking progress, outcomes, and lessons learned.
Collect, analyze, and report workload, capacity, and performance information to support assessments, forecasting, prioritization, and Government decision-making.
Develop and maintain performance measures, dashboards, status reports, and other tools to evaluate program effectiveness and process-improvement outcomes.
Support organizational change and workforce engagement activities, including communications, training, knowledge transfer, change readiness, implementation, adoption, and stakeholder feedback.
Prepare briefings, presentations, reports, executive summaries, recommendations, meeting materials, and decision-support documentation.
Develop program resources such as FAQs, job aids, training materials, facilitation guides, assessment tools, templates, and trackers.
Maintain accurate program documentation and support knowledge transfer by documenting processes, best practices, outcomes, and lessons learned.
Qualifications: Minimum Qualifications
Minimum of five (5) years of relevant professional experience in project or program management, continuous improvement, business process improvement, organizational change, management analysis, or a related field.
Demonstrated experience managing or coordinating multiple projects, workstreams, stakeholders, milestones, priorities, and deliverables in a cross-functional environment.
Experience supporting cross-functional teams and working effectively with management, senior leadership, business lines, geographic organizations, and diverse stakeholder groups.
Strong written and verbal communication skills, including experience preparing and presenting briefings, reports, presentations, meeting materials, recommendations, and executive-level summaries.
Experience collecting, organizing, analyzing, and presenting qualitative and quantitative information to support program activities and decision-making.
Demonstrated ability to document business processes, decisions, action items, risks, dependencies, performance measures, and improvement opportunities.
Experience facilitating or supporting meetings, workshops, working sessions, stakeholder discussions, and process-improvement activities.
Working knowledge of project management, continuous improvement, business process improvement, and organizational change principles and practices.
Ability to work independently, manage competing priorities, collaborate across multiple organizational levels, and maintain strong attention to detail in a primarily remote environment.
Relevant certifications in Project Management, Lean/Six Sigma, Change Management, Facilitation, or related disciplines are preferred but not required.
Previous experience supporting Government or Federal programs is preferred but not required.
Ability to travel occasionally for meetings, workshops, leadership engagements, and other program activities as required.
