Job Description:
This role requires strong knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and the Defense Federal Acquisition Regulation Supplement (DFARS). The Senior Specialist is responsible for preparing and submitting annual Incurred Cost Proposals (ICP) and supporting the development of Forward Pricing Rate Proposals (FPRP), ensuring accuracy and timeliness in accordance with regulatory requirements. The position supports all phases of DCAA audits — including incurred cost, forward pricing, CAS, and business systems audits — from readiness through resolution while maintaining productive working relationships with government auditors and implementing sustainable corrective actions. The Senior Specialist owns the CAS Disclosure Statement, including preparing revisions, identifying cost accounting practice changes, and developing cost impact analyses. Additionally, this role advises internal stakeholders on FAR Part 31 Cost Principles, collaborating closely with various functions, including Finance, Accounting, and Estimating teams, to ensure all costs charged to government contracts are allowable, allocable, and reasonable. The position also plays a key educational role within the organization, conducting compliance training for employees on topics such as labor charging, DFARS business systems, and government audit processes.
Essential Functions:
• Prepare annual Incurred Cost Proposals (ICP) and ensures timely submittal
• Support the preparation and submittal of Forward Pricing Rate Proposals (FPRP)
• Support all phases of DCAA audits (ICP, FPRP, CAS, business systems, etc.) from readiness activities to resolutions
• Provide guidance on FAR/DFARS requirements, cost accounting standards, and other government accounting and compliance topics to supported organizations
• Responsible for the CAS Disclosure Statement, including preparing and submitting revisions, identifying cost accounting practice changes, and preparing cost impact analyses
• Ensure consistency between disclosed and actual practices
• Manage government auditor relationships, negotiates audit findings, and implements sustainable corrective actions
• Advise on FAR Part 31 Cost Principles and collaborates closely with Finance, Accounting, and Estimating teams to ensure all direct and indirect cost charges to government contracts are allowable, allocable, and reasonable
• Conduct training sessions for employees on compliance subjects such as labor charging, DFARS business systems, and government audits
• Lead/support ad hoc requests and special projects regarding compliance matters
• Interface with DCMA (DACOs/ACOs), DCAA auditors, and customers as required
Qualifications:
• Bachelor’s Degree and a minimum of 6 years of prior relevant experience; Or, Graduate Degree and a minimum of 4 years of prior related experience; Or, in lieu of a degree, a minimum of 10 years of prior related experience
• Demonstrated knowledge of reconciliation of financial statements, schedule organization and indirect rate pools, and support documentation requirements
• Strong understanding of projected indirect rates and base and pool development
• Strong government accounting knowledge and experience at a defense contractor or government agency, including experience with FAR (Federal Acquisition Regulations) and working with DCMA (Defense Contract Management Agency) and DCAA (Defense Contract Audit Agency)
In compliance with pay transparency requirements, the salary range for this role in California, Connecticut, Massachusetts, New Jersey, Washington, and the Greater D.C. area, Denver, or NYC areas is $84,000-$156,000. The salary range for this role in Colorado state, Hawaii, Illinois, Maine, Maryland, Minnesota, New York state, Cleveland Ohio, Vermont, and Virginia is $73,000-$135,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
