Financial Analyst (Contingent Upon Contract Award)

This position is contingent upon contract award and funding. Employment will not commence unless and until the contract is awarded and funding is confirmed.

The Mid-Level Financial Analyst plays an integral role in the planning, execution, and monitoring of aviation funds management, invoice reconciliation, and financial database maintenance for the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD).

Core Responsibilities

• Reimbursable Agreements & G-Invoicing: Develops and manages G-Invoicing orders and Interagency Agreements (including 7600B agreements) for AQD customers; enters fleet aircraft agreements into the Customer Agreement System.

• FBMS Financial Analysis: Generates, analyzes, and reconciles financial reports within FBMS and the Aviation Information Reporting Support (AIRS) database.

• Order & Balance Reconciliation: Prepares scheduled Undelivered Order (UDO) reports for Contracting Officers to support de-obligation actions; generates Goods Receipt/Service Entry Sheet (GR/SES) balance reports.

• Invoice & Aviation Operations: Validates complex electronic and paper invoices, reconciles AUR variances, creates Service Entry Sheets to record official government acceptance, and troubleshoots payment errors.

• Master Data & System Maintenance: Processes customer access submittals, sets up master data for new purchase/task orders and aircraft in FBMS/AIRS, and provides help desk support to bureau clients and vendors.

Minimum Qualifications

• Experience: Minimum of six (6) years of relevant financial analysis, accounting, or federal funds management experience.

• Domain Knowledge: In-depth proficiency in federal accounting processes, FBMS, G-Invoicing, AIRS, and advanced Microsoft Excel capabilities.

• Clearance & Suitability: Must be able to obtain and maintain a favorable Moderate Public Trust clearance. Must successfully participate in a government-conducted "Meet & Greet" evaluation prior to onboarding.

• Education & Citizenship: High School Diploma or GED required; Bachelor's Degree preferred. Must be a U.S. Citizen with excellent analytical and problem-solving skills.

• Location: 100% Remote / Telework (Contiguous United States / U.S. Territories). Priority consideration is given to qualified candidates residing in designated SBA HUBZone areas.

• Position Type: Full-Time (Exempt)

• Compensation: Up t0 $130,000.00 per year (commensurate with experience).
