Provide advanced functional support and configuration for CAPPS HR/Payroll modules, specifically focusing on Talent Acquisition, OnBoarding, and Performance Management. Manage system security, end-user support, and cross-functional integration while ensuring compliance with state policies and accessibility standards.
This is a remote position.
The ERP Business Analyst will support the Texas Comptroller of Public Accounts on the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This role provides advanced functional and consultative support for CAPPS HR/Payroll, with a focus on Talent Acquisition Management/Candidate Gateway (TAM/CG), OnBoarding, and/or Enterprise Performance Management (ePM) modules. The position is responsible for system configuration, security administration, end-user support, and reporting and analytics across these modules, while supporting cross-functional integration with other CAPPS components. This role works under minimal supervision and serves as a point of contact for CAPPS agencies, ensuring compliance with State policies, WCAG 2.1 accessibility standards, and ITIL-aligned service management practices. The ERP Business Analyst also participates in incident management, disaster recovery and upgrade testing, and SOC-1 attestation activities supporting the statewide CAPPS Program.
Responsibilities
- Configure and maintain TAM/CG and OnBoarding functionality, including recruiting statuses, templates, onboarding tasks, screening levels, and candidate application workflows.
- Configure and maintain Performance Management templates, evaluation documents, rating scales, competency models, and annual ePM cycle workflows.
- Administer and maintain TAM/CG, OnBoarding, and Performance Management security roles, permission lists, and row-level security in compliance with State policies.
- Provide end-user support for the Candidate Gateway applicant portal and ePM document routing, troubleshooting, and evaluation processing issues.
- Maintain reporting tools and dashboards for recruiting metrics, onboarding task completion, and Performance Management compliance and workforce insights.
- Support cross-functional integration between TAM/CG, OnBoarding, Performance Management, and other CAPPS modules, troubleshooting data flow and batch process issues.
- Provide Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, and documentation, in coordination with the Managed Services Tier 3 vendor.
- Create and review Functional Design Documents (FDDs) and perform functional configuration changes for CAPPS HR/Payroll applications.
- Develop test scripts and execute structured UAT and regression testing for PeopleSoft HCM functional enhancements, patches, and PUM updates.
- Ensure digital products and content meet WCAG 2.1 accessibility standards, reviewing and remediating content as issues are identified.
Requirements
Minimum Qualifications
- 10 years of experience preparing and presenting executive-level presentations.
- 10 years of experience gathering and presenting applicable data in support of a variety of audits and open records requests.
- 10 years of experience interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements.
- 8 years of extensive experience supporting Talent Management modules (TAM/CG, OnBoarding, and/or Performance Management), including system configuration changes for Taleo, TAM/CG, and/or Performance Management, and managing the Approval Workflow Engine (AWE) for a PeopleSoft recruiting system and/or Performance Management.
- 8 years of experience preparing WCAG 2.1-compliant materials for distribution.
- 8 years of extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication.
- 8 years of extensive technical skillsets with Application Designer, Integration Broker, SQR/SQL, BI Publisher, and SAP Business Objects to support functional responsibilities.
- 8 years of extensive knowledge supporting and providing oversight of Recruiting or Performance Management batch jobs, including Run My Jobs (RMJ), and familiarity with support tools such as PUM, Fluid, and Elastic Search.
- 8 years of extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance.
- 8 years of extensive experience developing test scripts and executing structured UAT and regression testing for PeopleSoft HCM functional enhancements, patches, and PUM updates.
- 8 years of experience supporting cross module integrations within a large ERP environment, including troubleshooting data flow issues, coordinating with technical teams, and resolving integration failures across HR, Recruiting, or Performance Management modules.
- 3 years of knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business.
- Experience gathering business requirements for large projects.
- Ability to work independently in a diverse team environment with on-site and remote team members.
- Strong written, verbal, and interpersonal communication skills.
- Knowledge of project management methodologies.
- Knowledge of the technical and functional attributes of Oracle PeopleSoft.
- Strong problem-solving skills and the ability to multitask, with readiness to commit extra effort when necessary.
- Experience with Agile and other Software Development Life Cycle (SDLC) methodologies.
- Experience with ITIL methodologies.
- Experience with or knowledge of information security frameworks, such as NIST.
Preferred Qualifications
- 6 years of extensive knowledge and understanding of State of Texas applicable policies, and extensive Texas public sector experience directly working for or supporting a large network of 30 or more Texas state government agencies.
- 6 years of experience administering OnBoarding-related security and workflow routing, including resolving new hire access issues, task failures, role assignments, and onboarding workflow discrepancies.
- 6 years of experience performing functional project management activities in support of CPA's CAPPS Program, and providing Tier 2 Service Desk support for a large network of 30 or more agencies in coordination with a Managed Services vendor providing Tier 3 support.
Additional Requirements
- Contract term is expected to run from 09/01/2026 through 08/31/2027, with total estimated hours per Candidate not to exceed 1,920 hours.
- The selected Candidate is required to complete a minimum of 10 hours of professional training annually, conducted on personal time and at the Candidate's expense.

Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.
