Job Description

The QI Coach I will focus on ensuring the quality and effectiveness of early childhood special education services for
children ages 3 to the age of beginners. This role will focus on compliance with the Individuals with Disabilities
Education Act (IDEA), Chapter 14, and all federal and state mandates ensuring that evaluations, IEPs, and other
sections of the child's record are high-quality and individualized for each unique child.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Conduct observations of Local Education Agency (LEA) Representatives, Educational Coordinators, and Multidisciplinary
  • Evaluation (MDE) team members during IEP meetings and provide feedback and coaching in the development of the IEP.
  • Conduct observations of MDE teams in the community and in the office and provide feedback and coaching for evaluation development, goal writing, and IEP development.
  • Audit child records to ensure compliance with state and federal requirements and provide feedback and coaching for clinical staff.
  • Ensure child records meet compliance with state and federal requirements and are prepared for determination and verification.
  • Analyze trend data from child record review to inform system-wide trends and assist with professional development initiatives to benefit regional staff and providers.
  • Utilize trend data to inform support for individual staff as well as overall regional improvement.
  • Create coaching plans, as needed, for regional staff to support the quality and individualization of documents in the child’s record that ensures complete implementation and follow-through with cyclical monitoring.
  • Utilize research, policies, and evidence-based initiatives and translate them into practical strategies that enhance service delivery and improve child outcomes.
  • Improve operational systems based on needs assessment (i.e. standardized sign-in, sign-out procedures for service providers, etc.)
  • Provide consultation to IEP and MDE teams.
  • Support regional staff with specific questions or concerns related to individual children's records.
  • Work collaboratively with support departments including dispute resolution and the ELS Quality Assurance Advisor (QAA) related to individual children's records and service delivery that are under review with legal or advocate involvement.
  • Support all quality improvement initiatives through special projects and assignments.
  • Work collaboratively with other regional QI Coaches to identify trends across the cities of Philadelphia and Chester to inform professional development and coaching opportunities.
  • Implement current best practices and special education methodologies relative to early intervention services.
  • Partner with LEA representatives and Child Education Coordinators on early learning initiatives/projects.
  • Participate indispute resolution as needed.
  • Participate in ongoing trainings offered throughout the year.
  • Performs other duties as assigned

QUALIFICATIONS

  • Bachelor's degree (Early Childhood Education, Elementary Education, Special Education preferred).
  • Three to five years experience in Special Education.
  • Strong knowledge of IDEA and Chapter 14 and the application of the law to the work that Is completed on behalf of children.
  • Understanding of determination and verification processes and the expectations of OCDEL.
  • Ability to provide coaching, feedback and support to individuals, teams, regional groups, and external stakeholders
  • Quickly process information to identify gaps, areas of concern, areas of correction, and areas of improvement while also recognizing areas of strength for providing feedback and coaching
  • Ability to manage multiple tasks and to prioritize information successfully with strong time management and organizational skills
  • Demonstrate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint
  • Ability to work effectively as part of a team
  • Ability to independently solve problems and make decisions
