Position Summary

Reporting to the Vice President of Voting Rights and Rule of Law, the Director of Voting Rights Policy leads CLC’s efforts to advocate for, implement, and defend state and local policies that promote the freedom to vote across the country and stem the tide of anti-voter legislation. The Director plays an integral role on the voting rights team, overseeing the team’s active state legislative and policy activities and coordinating the team’s tracking of relevant legislation; this role includes overseeing the policy activities of up to 20 staff members who participate in voting rights legislative and policy advocacy, including members of voting rights, policy, and redistricting teams, as well as legal fellows. The Director also works closely with the policy team to ensure cross-programmatic coordination on state-level advocacy and maintains a working knowledge of the team’s overall priorities, areas of expertise, and state partnerships. The Director works closely with the Director of Voting Advocacy and Partnerships and the policy team on matters related to federal policy. Finally, the Director, with the Vice President, develops the voting rights team’s policy priorities and develops strategies to implement those priorities and advance CLC’s strategic vision.

The Director also provides legal expertise to stakeholders and policymakers as they develop and advocate for pro-voter policies—and against anti-voter policies—at the federal, state and local level. This work will include analyzing and drafting legislation and policy proposals, creating advocacy materials, testifying before legislatures and other governmental bodies, and working closely with coalitions to support community efforts to promote the freedom to vote.

This position requires an interest in voting rights and election law and will blend legal knowledge and political insight to help enact creative and innovative policies that strengthen our democracy. The Director position is eligible to take part in CLC’s telework and flexible work programs.



Responsibilities

  • Oversee state legislative and policy activities of the team, including assigning staff to priority states, implementing bill tracking systems, and leading regular meetings to coordinate and strategize around state-level policy activities
  • Identify both subject matter policy priorities and priority states for advocacy and implement those priorities
  • Establish and maintain relationships with state and local partners in support of policy efforts
  • Conduct legal research, analysis, writing, and advocacy in support of legislative and policy efforts (and oversee same by team members)
  • Draft legislation, policy proposals, and legal advocacy materials, including policy papers, rulemaking comments, legislative testimony, public-facing reports and letters to government officials (and oversee same by team members)
  • Conduct administrative advocacy with election officials, including oversight through public records requests (and oversee same by team members)
  • As needed, contribute to CLC’s commentary and input on federal voting rights legislation
  • Represent CLC’s voting rights team as a spokesperson with the media and other external audiences
  • Manage voting rights team members, including fellows and support staff
  • Other duties as assigned
  • Some travel required


Qualifications and Skills

  • At least eight years of legal experience
  • Demonstrated formal or informal managerial and leadership experience
  • Excellent research, writing, and analytical skills
  • Excellent judgment and strategic decision-making skills
  • Proven ability to build and maintain good working relationships with a diverse range of partners
  • Excellent communication skills with a proven ability to explain legal issues to non-legal audiences
  • Commitment to voting rights and the overall mission of CLC
  • Experience on voting rights policy and election law is strongly preferred
  • State or local policy experience is strongly preferred
  • Active membership in good standing in DC or, for remote work, your state of residence


Compensation and Benefits 


Salary Range: $161,300 - 233,900
