Position Overview:
The Director of Strategic Workforce Operations is responsible for leading and executing all workforce planning, recruitment, and staffing operations across Anovaeon’s corporate and contract environments. This role ensures that all personnel are effectively sourced, screened, cleared, onboarded, and deployed in alignment with contract requirements and organizational standards.
This position serves as a key liaison between internal teams, government stakeholders (including the Contracting Officer Representative (COR)), and operational leadership to ensure staffing readiness, compliance, and workforce effectiveness. The ideal candidate is a highly organized and strategic leader with experience in government contracting environments, workforce operations, and end-to-end talent lifecycle management.
Key Responsibilities/Essential Functions:
- Recruitment & Workforce Planning
- Lead and oversee all recruiting efforts across corporate and contract programs
- Develop and implement strategic workforce planning initiatives aligned with contract needs
- Partner with leadership to forecast staffing requirements and ensure timely hiring
- Build and maintain pipelines for critical and high-volume roles
- Ensure recruitment processes are efficient, scalable, and compliant
Security Clearance & Pre-Employment Processing
- Oversee and ensure completion of all background checks, drug screenings, and security clearance processes
- Ensure all staff meet contract-specific credentialing and compliance requirements
- Track and monitor clearance statuses to ensure readiness for deployment
- Partner with internal and external stakeholders to resolve clearance or onboarding delays
Onboarding & Training Coordination
- Partner with training teams to ensure all new hires are properly enrolled in required training programs
- Ensure onboarding processes are efficient, compliant, and aligned with operational timelines
- Track completion of required training and certifications prior to deployment
- Continuously improve onboarding workflows and training coordination processes
Operational Leadership & Process Improvement
- Develop and implement standard operating procedures (SOPs) for workforce operations
- Identify and drive process improvements across recruiting, onboarding, and workforce management
- Ensure consistency and standardization across all workforce-related processes
- Support cross-functional collaboration between HR, operations, training, and leadership teams
Stakeholder Communication & Workforce Support
- Maintain strong communication with internal leaders, hiring managers, and operational teams
- Provide workforce insights and recommendations to support business decisions
- Ensure a high level of professionalism and responsiveness in all communications
- Support workforce-related problem solving and escalation management
Required Qualifications & Core Competencies:
- Bachelor’s degree in Human Resources, Business Administration, or a related field (or equivalent experience)
- Minimum 7+ years of progressive experience in workforce operations, recruiting, or HR leadership
- Experience supporting government contracts or regulated operational environments
- Strong understanding of background checks, security clearance processes, and workforce compliance requirements
- Demonstrated experience leading recruiting and workforce planning initiatives
- Experience coordinating onboarding and training processes at scale
- Strong organizational and project management skills with the ability to manage multiple priorities
- Excellent communication and stakeholder management skills, including experience working with government representatives (e.g., COR)
- Ability to manage sensitive and confidential information with discretion
- Proficiency with HRIS, applicant tracking systems (ATS), and workforce tracking tools
Desired Skills:
- Experience supporting multi-site or geographically dispersed workforces
- Familiarity with federal contracting workforce requirements and compliance standards
- Experience building scalable recruiting and onboarding programs
- Professional certification
- Experience working in high-growth or high-demand staffing environments
- Strong analytical and reporting skills related to workforce metrics
Conditions of Employment:

- Employees must adhere to all federal security, confidentiality, and operational protocols while working within government facilities.
- Must be able to speak, read, and write in English
- Anovaeon operates 24 hours/365 days and requires the flexibility to work additional hours, nights, weekends, and holidays

- Internal background check to the satisfaction of contract requirements.
- If applicable, Child Abuse/ Neglect Report (CAN) or child protective services check with no adverse findings.
Physical Requirements:
- Ability to sit at a computer workstation for extended periods
- Ability to sit and work at a computer workstation for extended periods.
- Ability to communicate effectively in virtual meetings, by phone, and through written correspondence.
- Ability to review detailed documentation and perform repetitive computer-based tasks with accuracy.
- Ability to travel occasionally, as needed, for business meetings, training, or operational support.
- Visual acuity for detailed computer work and document review
Work Environment:
- This is a remote corporate position supporting employees and HR operations across multiple states.
- The role is primarily performed in a professional home office environment and requires regular virtual collaboration with corporate leaders, employees, and on-site HR managers assigned to contract locations throughout the United States.
- Standard work hours apply; however, flexibility may be required to address employee matters, operational priorities, or time-sensitive business needs across different time zones.
