The Role 



BillionScale Health (BSH) is seeking a Director, Latin America to lead the organization's work developing country coalitions and structuring and negotiating costed scale-up plans using blended and innovative financing across Latin America and to support their implementation once in place. This person will be BSH's lead point of contact for engagements with multilateral development banks, development aid agencies, national and subnational governments, and private sector partners throughout the region, translating BSH's global health financing model into deals that move real capital toward breakthrough solutions at scale.

Location: U.S. (Washington, DC, Seattle, Miami, preferred) or Latin America-based (Bogota, preferred, but open to other locations) 

Salary Range: USD $150,000–$180,000, commensurate with experience 

Minimum Experience: 10–15 years

Position Summary 

The Director, Latin America leads BSH's regional blended finance agenda originating, designing, structuring, and negotiating financing platforms and instruments with partners such as the Inter-American Development Bank (IDB), the Asian Development Bank (ADB) where relevant to cross-regional learning, national and subnational governments, and private and philanthropic capital providers. This includes work across BSH's core financing toolkit, concessional and blended lending facilities, catalytic grant structures, guarantee instruments, and results-based financing, applied to disease areas and technologies such as vector-borne disease control (including Wolbachia and spatial emanators), malaria and fever financing, and climate-health financing. Additionally, a core part of this role is building place-based scale partnerships: working country by country to build and manage a pipeline of opportunities with local governments, technical institutions, implementers, and funders that can carry BSH's financing models from initial design into durable, locally-owned scale. 



This is a leadership and individual contributor role that requires exceptional collaboration skills: internally, working closely with BSH's leadership, FinOps, and program teams; and externally, as the face of BSH's Latin America portfolio to close partners, and country-level counterparts such as ministries of health, finance, and environment. The Director will be expected to carry existing relationships forward, build new ones, and represent BSH with the credibility and technical fluency the region's financing landscape demands. 



Key Responsibilities 

Government & Multilateral Engagement 

  • Build and manage relationships with national and subnational government counterparts across Ministries of Health, Finance, and Environment 
  • Develop coalitions and multi-sector partnerships spanning government, technical institutions, implementers, and financiers that enable national scale-up of BSH-backed technologies and financing models 
  • Serve as BSH's primary point of contact with multilateral development bank and donor agency counterparts on regional financing platforms, including country prioritization, technology selection, and governance design 
  • Represent BSH in technical and strategic discussions with development aid agencies and other multilateral or bilateral funders active in the region 
  • Track and help secure key institutional milestones (e.g., board or executive-level approvals) required to advance regional financing facilities 



Financing Structuring & Deal Leadership 

  • Lead the design, structuring, and negotiation of blended and innovative financing agreements with multilateral development banks, development finance institutions, and government counterparts across Latin America 
  • Apply BSH's financing framework, spanning country spending, concessional lending, consumer spending, commercial capital, and catalytic grant capital, to structure regional platforms and country-specific instruments 
  • Support the implementation of financing agreements once structured, including disbursement mechanics, verification frameworks, and governance arrangements 
  • Develop costing, budget, and capital-stack materials to support internal and external decision-making on proposed transactions 



Partnership & External Relations 

  • Manage BSH's relationships with close external partners and regional foundations and implementing partners 
  • Lead outreach to private sector and philanthropic co-investors to build catalytic capital pools in support of regional scale-up 
  • Represent BSH at regional convenings, conferences, and bilateral meetings relevant to health financing, vector-borne disease control, and climate-health work 



Regional Strategy & Portfolio Management 

  • Develop and maintain a regional strategy for blended finance deployment, including country and technology prioritization 
  • Monitor the region's political, health, and financing landscape to identify new opportunities and manage emerging risks 
  • Contribute to BSH's broader institutional knowledge base on blended finance mechanisms, disease-specific financing models, and results-based financing design 



Internal Coordination & Reporting 

  • Prepare briefing materials, talking points, and updates for BSH leadership on the status of the Latin America portfolio 
  • Coordinate with FinOps and program teams on grant deliverables, donor reporting, and legal/entity matters tied to regional financing vehicles 
  • Support recruitment, onboarding, and mentorship of junior team members supporting Latin America work 



Qualifications 

Required 

  • 10–15 years of relevant professional experience, with substantial time working in Latin America across public and private sector settings 
  • Strong understanding of healthcare-sector investment and a keen understanding of blended and innovative financing mechanisms 
  • Demonstrated experience structuring and negotiating financing agreements with multilateral development banks, development finance institutions, or government counterparts 
  • Existing relationships with the Inter-American Development Bank (IDB), CAF - Development Bank of Latin America and the Caribbean, Green Climate Fund (GCF), regional development banks, or LAC-based philanthropic and private capital institutions 
  • Fluency in Spanish and English, both written and spoken 
  • Bachelor's degree required; advanced degree in public policy, international affairs, public health, business, or a related field preferred 
  • Proven ability to operate as an individual contributor while collaborating effectively across internal teams and external partners 
  • Excellent written and verbal communication skills, with experience producing investor-grade and government-facing materials 
  • Willingness and ability to travel regularly across the region 



Nice to Have 

  • Professional proficiency in Portuguese and/or French 
  • Direct experience in the health sector, including global health financing, vector-borne disease control, or maternal and child health programs 
  • Familiarity with results-based financing, guarantee structures, or catalytic grant design
