Summary:

The purpose of this position is to represent Pacira to key Government entities. Primary function is to communicate value and gain access to DOD/VA and Indian Health and other governmental agencies.

Essential Duties & Responsibilities:

The following statements are intended to describe the general nature and level of work being performed by an individual assigned to this job. Other duties may be assigned.

1. The Director of Government Affairs will represent Pacira's interests and build and manage relationships of high-level influencers with the VA/DOD and Indian Health Services.
2. Focus of position is to expand government access of all Pacira product lines marketed through expert product proficiency, identification and maintenance of key relationships, excellent systems and account acumen and cross-functioning with internal partners.
3. Collaborate with Pacira internal partners, Sales, Marketing and Medical Affairs, to achieve business plans and provide access for clinical support.
4. Provide policy and procedure guidance to Pacira personnel working with DOD/VA and Indian Health Services to avoid infractions and maintain positive standing.
5. Intimate understanding of the ordering and approval process as relevant to DAPA, ECAT, Open Market and FSS.
6. Continuously monitor industry competition and consolidation amongst key industry hospital systems and chains, distribution, trade and payer organizations and assess impact on products.
7. Continuously maintains a compliant environment.

Supervisory Responsibilities:

None.

Interaction:

The incumbent works closely with employees in a variety of departments including Sales and Marketing as well as customers/potential customers and agencies.

Education and Experience:

• Bachelor’s degree in Pharmacy, Political Science, Health Policy, Finance, or related field from an accredited college or university. PharmD, MBA, MPH or JD from an accredited college or university preferred.
• Minimum of 10 years of related experience in the healthcare industry.
• Minimum of 5 years of relevant experience including management government relationships.

Knowledge, Skills, and Abilities:

• Excellent written and verbal English communication skills including presentation skills to groups of all sizes
• Demonstrated leadership capabilities

• Proven problem-solving, analytic and negotiation skills

• Accounting, finance, pricing skills highly desired
• Proven VA/DOD relationships and contracting experience a plus
• Experience with distribution technology, reporting platforms (EDI) and operational systems
• Demonstrated understanding of Federal and Tri-Care payment models and trends
• Ability to travel 60% plus
• Valid driver’s license in the state in which you reside

The base pay range for this role is $171,000 per year to $200,000 per year. The range is what we reasonably expect to pay for this role. The range considers a wide range of factors that are considered in making compensation decisions, including but not limited to: geographic markets, business or organizational needs, skill sets, experience, training, licensure, and certifications. Depending on the position offered, incentive plans, bonuses, and/or other forms of compensation may be offered.
