The Director of Capital Project Execution is responsible for leading the planning, execution, and delivery of a large-scale, multi-year capital investment portfolio. This role oversees complex, cross-functional programs supporting manufacturing, engineering, and operational transformation initiatives aligned with long-term business strategy.

The position requires strong leadership, advanced business acumen, and the ability to operate across multiple business units, geographies, and regulatory environments. The Director ensures projects are executed on time, within budget, and in alignment with technical, financial, and strategic objectives.

What You Will Do:

Portfolio & Program Leadership

  • Lead execution of an Operations large scale multi-year capital investment portfolio supporting a significant enterprise backlog.
  • Oversee multiple concurrent programs across production, development, and transformation lifecycles.
  • Ensure alignment with Long-Range Plan (LRP) and strategic growth priorities.
    Drive prioritization, resource allocation, and portfolio optimization across initiatives.

End-to-End Project Execution

  • Manage all phases of capital projects: planning, design, procurement, construction, commissioning, and deployment.
  • Ensure adherence to cost, schedule, scope, and technical performance requirements.
  • Implement standardized project management methodologies and governance frameworks.
  • Drive risk identification, mitigation, and escalation processes.

Cross-Functional Integration

  • Lead coordination across key functions including:
    • Engineering (new and emerging technologies)
    • Quality
    • Manufacturing & Operations (multi-site production environments)
    • Supply Chain (complex supplier and subcontractor ecosystems)
    • Finance (cost control, forecasting, EVMS where applicable)
    • Contracts & Compliance (FAR/DFAR, ITAR, EXIM)
    • Facilities, EHS, Security, and Digital/IT
    • Operate across multiple business units and global locations.

Operational & Financial Performance

  • Monitor and drive performance using KPIs such as:
    • Cost efficiency and capital productivity
    • Manufacturing capability enablement
    • Ensure strong financial discipline including budget management, forecasting, and ROI realization.

Strategic & Business Impact

  • Enable advanced manufacturing capabilities and infrastructure modernization.
  • Support business growth through execution of programs that lead to follow-on opportunities and competitive advantage.
  • Influence executive decision-making through data-driven insights and program reporting.

Leadership & Team Management

  • Lead and develop a team of program managers, project managers, and functional specialists.
  • Provide hands-on operational oversight.
  • Foster a high-performance culture focused on accountability, collaboration, and continuous improvement.

Scope & Complexity

  • Multi-program environment with high technical and operational complexity.
  • Oversight of single and multi-site facilities, including classified environments.
  • Engagement across global markets and diverse customer types.
  • Responsibility for large teams and cross-functional influence without direct authority in some areas.
  • Programs may involve emerging technologies, co-production, and international partnerships.

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and minimum 14 years prior relevant experience, or An Advanced Degree in a related field and minimum 12 years experience
  • 12+ years of experience in program management, capital project execution, or operations leadership
  • Experience managing large-scale capital programs ($300M+)
  • Experience in complex, regulated industries (e.g., aerospace, defense, manufacturing, industrials).
  • Experience leading cross-functional and multi-site teams.
  • Experience with international programs and multi-country operations.
  • Ability to travel domestically as required.

Qualifications We Prefer:

  • Eligible to work in environments requiring security clearances (if applicable).
  • Master’s degree (MBA or technical discipline) preferred.
  • Experience with Project and program management methodologies.
  • Capital planning and financial management experience.
  • Manufacturing and engineering processes experience.
  • Experience with contracting and regulatory frameworks (FAR/DFAR, ITAR).
  • Experience managing both strategic initiatives and operational execution.

The salary range for this role is 186,200 USD - 353,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
