Job Summary
We are seeking a Digital Product Manager for the Medicare Technology Sales & Acquisition team. This role translates business, customer, operational, and regulatory needs into prioritized product work that improves Medicare sales, enrollment, and agent experiences. The Digital Product Manager partners with business and technology teams to define requirements, guide Agile delivery, and ensure solutions deliver measurable customer and business value.
What you will do
Builds, prioritizes, refines, and maintains the team backlog in alignment with product strategy, roadmap priorities, customer and agent needs, operational commitments, regulatory requirements, and technology dependencies.
Defines and decomposes epics, features, user stories, acceptance criteria, business rules, non-functional requirements, and measurable success criteria.
Facilitates backlog refinement and ensures work is clear, valuable, feasible, testable, and ready before sprint commitment.
Balances feature delivery with production support, compliance work, technical debt, infrastructure and enablement needs, defects, and time-sensitive business priorities.
Reviews and formally accepts completed work when acceptance criteria and quality expectations are met.
Partners with business stakeholders and end users to understand problems, desired outcomes, workflows, and pain points across Medicare sales and acquisition journeys.
Elicits, analyzes, documents, and validates functional and non-functional requirements for sales, CRM, shopping, quoting, enrollment, onboarding, retention, and agent enablement capabilities.
Creates process flows, journey maps, decision logic, data mappings, traceability documentation, and other artifacts needed to support shared understanding.
Collaborates with Product Management, User Experience, Engineering, Architecture, Data, Quality Assurance, Operations, and vendors to evaluate solution options and delivery tradeoffs.
Participates in discovery through launch while keeping delivery aligned to the Product Manager-defined vision, strategy, roadmap, and objectives.
Leads or supports backlog refinement, sprint planning, sprint reviews, product demonstrations, release planning, and retrospectives in partnership with the delivery team.
Provides timely clarification of requirements, business rules, priorities, and scope as questions arise during development and testing.
Partners with Quality Assurance to use feature, story, and acceptance-criteria reviews to inform test scenarios and validate end-to-end outcomes.
Supports testing, user acceptance activities, deployment, release readiness, post-release validation, defect prioritization, and production issue resolution.
Supports Annual Enrollment Period readiness, code-freeze protocols, operational preparedness, risk mitigation, and delivery governance.
Helps teams establish foundational Agile practices, including backlog management, sprint planning, working agreements, and effective use of Jira.
Serves as the day-to-day point of contact for assigned product capabilities and maintains alignment between business partners and delivery teams.
Builds productive relationships across Product, Technology, Sales Centers of Excellence, Operations, Compliance, Marketing, Distribution, Customer Experience, and vendor teams.
Communicates priorities, decisions, dependencies, risks, scope changes, delivery progress, and expected outcomes clearly and calmly, including in high-stakes situations.
Facilitates decisions and challenges assumptions using customer insight, operational knowledge, delivery data, and business value rather than acting as an order taker.
Coordinates across vendor-provided and internally developed systems that support end-to-end broker, agent, prospect, shopping, and enrollment workflows.
Required Qualifications
5+ years of experience in Product Ownership, Product Management, Business Analysis, or a related digital product delivery role.
5+ years of hands-on experience supporting software products through multiple releases, with demonstrated ownership from discovery and requirements definition through launch and optimization.
3+ years of experience working with Agile teams; including backlog management, prioritization, feature decomposition, user story development, acceptance criteria, and release planning.
Ability to work core business hours aligned with Eastern Time-based teams and stakeholders.
Preferred Qualifications
Experience in health insurance, particularly regulated business environments such as Medicare Advantage, Prescription Drug Plans, Medicare Supplement, or Medicare sales and enrollment.
Experience with sales and agent enablement applications, CRM platforms, digital shopping or enrollment experiences, contact center technology, and customer engagement solutions.
Experience supporting teams during an Agile transformation or establishing Agile practices in an early-stage environment.
Experience supporting Annual Enrollment Period readiness, release governance, operational readiness, or other time-sensitive regulated delivery cycles.
Excellent organizational and communication skills, with the ability to manage multiple priorities and stakeholders effectively.
Leadership experience influencing cross-functional teams and decisions without direct authority.
Education
Bachelor's degree in Computer Science, Information Technology, Business, Engineering, Information Systems, or a related field, or equivalent professional experience
Certified Product Manager (CPM) or Certified Scrum Product Owner (CSPO)

The typical pay range for this role is:
$92,700.00 - $185,400.00This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
