Responsibilities:
- Analyzing structured and unstructured data from MESH and integrated CMS systems (MBES, MacFin, T-MSIS, SPoTT, CMCS DataConnect) to surface insights about state Medicaid program funding, performance, compliance, and modernization
- Designing, building, and maintaining interactive dashboards and reports in Power BI and Salesforce reports/dashboards that consolidate financial, operational, certification, and compliance data into a single workspace for CMS reviewers and leadership
- Supporting Master Detailed Budget Table (MDBT) modernization by reconciling and validating historical and current MDBT data, including line-item mapping across legacy and current formats and verification of total computable, state-share, and federal-share calculations
- Profiling and validating data ingested from spreadsheets (Excel, CSV), documents (PDF, Word), APIs, and enterprise datasets to ensure accuracy, completeness, and alignment with CMS data-governance standards
- Translating CMS reviewer and leadership questions into well-defined analytic requirements, data queries, and visualizations; iteratively refining outputs based on stakeholder feedback
- Documenting data lineage, business definitions, calculation logic, and dashboard methodology in the MESH knowledge base and Confluence to support transparency and auditability
- Partnering with engineering to define data-quality rules, anomaly detection criteria, and automated reconciliation logic that flag funding decreases, mismatched FFP rates, and other discrepancies
- Producing ad-hoc data extracts, briefings, and analyses for CMS leadership in support of Congressional inquiries, audits, briefings, and policy decisions, often on short turnaround
- Supporting Section 508 compliance for all dashboards, reports, and visualizations including color-contrast, alternative text, and assistive-technology compatibility
- Collaborating with the AI/ML team to validate AI-generated submission analysis outputs, monitor model drift, and confirm explainability of recommendations presented to CMS reviewers
- Participating in agile ceremonies, contributing user stories and acceptance criteria for analytics and reporting features, and demonstrating completed work to CMS Product Owners
- Maintaining clear, current documentation of dashboards, KPIs, and methodologies to enable hand-off and continuity in line with CMS transition requirements
Requirements
Required Qualifications:
- All candidates must pass public trust clearance through the U.S. Federal Government. This requires candidates to either be U.S. citizens or pass clearance through the Foreign National Government System which will require that candidates have lived within the United States for at least 3 out of the previous 5 years, have a valid and non-expired passport from their country of birth and appropriate VISA/work permit documentation
- Bachelor’s degree in Data Analytics, Statistics, Computer Science, Information Systems, Public Health, Public Policy, Business, or related field; in lieu of a degree, 6 years of related analytical experience may be substituted
- Strong proficiency in SQL and at least one scripting language (Python or R) for data wrangling and analysis
- Hands-on experience building dashboards and reports in Power BI; familiarity with Salesforce reports, dashboards, and report types
- Experience working with mixed-modality data (Excel/CSV, PDFs, Word documents, APIs, enterprise datasets) and consolidating them into a single analytic view
- Strong attention to detail and ability to validate financial and operational calculations end-to-end
- Experience working in agile environments and using Atlassian Jira and Confluence
- Strong written and verbal communication skills, with the ability to present complex findings clearly to non-technical leadership audiences
Desired Qualifications:
- 5+ years of hands-on data analysis experience supporting enterprise systems, including profiling, validation, transformation, and visualization
- Federal Government contracting experience, particularly with CMS, MACBIS, or other HHS programs
- Knowledge of Medicaid, MMIS, T-MSIS, APD/MDBT, and federal Medicaid funding and Federal Financial Participation (FFP) concepts
- Experience with CMS DataConnect, AWS QuickSight, Databricks, or Snowflake
- Experience writing Salesforce SOQL/SOSL queries and using the Salesforce Schema Builder
- Microsoft Power BI certification (e.g., PL-300) or equivalent
- Experience supporting AI/ML analytics workflows including anomaly detection and predictive modeling
- Familiarity with Section 508/WCAG accessibility considerations for data visualizations
Working Environment:
eSimplicity supports a remote work environment operating within the Eastern time zone so we can work with and respond to our government clients. Expected hours are 9:00 AM to 5:00 PM Eastern unless otherwise directed by your manager.
Occasional travel for training and project meetings. It is estimated to be less than 5% per year.
